1. Policy summary

1. Applicable objects

High-level talents in Fujian Province include provincial-level high-level talents and municipal-level high-level talents. Provincial high-level talents are divided into special talents, Category A talents, Category B talents and Category C talents, which are applicable to imported talents who are employed or started a business in Fujian (the period of employment or starting a business in Fujian does not exceed 1 year, and they were outside the province before coming to Fujian) Talents who have studied or worked for more than 3 consecutive years), existing talents (in addition to imported talents, other talents who have been employed and started a business in Fujian) and talents to be introduced who intend to work and start a business in Fujian (people who have reached an employment intention with employers in the province, or talents who plan to start a business in Fujian) are not subject to nationality or household registration restrictions. Civil servants and staff managed with reference to the Civil Servant Law are not included in the scope of recognition.

High-level talents in Fujian Province are subject to a recognition period management system, and the recognition period is 6 years. The recognition period shall be calculated from the date when the accreditation unit issues a confirmation document. During the recognition period, high-level talents who achieve new performance and meet the corresponding conditions for higher-level talents can apply for promotion at any time; after promotion, the recognition period will be recalculated. After the certification period expires, if you want to continue to enjoy high-level talent benefits and support, you must re-certify.

II. Talent identification

Talents who meet the relevant identification conditions are directly identified as high-level talents in Fujian Province at the corresponding level according to the procedures. The identification work is authorized to the organizational departments of the districts and cities and the provincial human resources and social security department. It is carried out by the department, and the main procedures generally include online application, hierarchical review, social publicity, research and identification, issuance of documents for confirmation, and reporting and certification.

Talents to be introduced can first apply for high-level talents in Fujian Province according to the qualifications for introduced talents and conduct pre-identification. After officially landing in our province, they will be confirmed as high-level talents of the corresponding level and be managed as introduced talents and enjoy Relevant policy support. The recognition period is calculated from the date of landing in our province. Pre-certification qualifications are valid for six months.

Talents flowing within districted cities (excluding key counties for provincial poverty alleviation and development to other counties) will continue to enjoy relevant policy support, and the recognition period will continue to be counted. Those who flow from Sanming, Nanping, Longyan, Ningde, Pingtan and other places to Fuzhou, Xiamen, Zhangzhou, Quanzhou, Putian and other places, as well as the cross-district and city flow of talents independently identified by the districted city based on relevant conditions, must go to the outflowing place. Report to the place of entry, apply for re-identification at the place of inflow, and recalculate the identification period.

2. Basic qualifications

Provincial high-level talents should meet the following basic qualifications: 1. Support the leadership and political system of the Communist Party of China, and abide by the Constitution and laws of the People's Republic of China. 2. Employment and entrepreneurship in Fujian (including talents to be introduced who intend to come to Fujian). 3. 4. In terms of age requirements, there are no restrictions on existing talents. For imported talents, the age of special talents is generally not more than 70 years old, the age of A-type talents is generally not more than 65 years old, and the age of B- and C-type talents is generally not more than 60 years old; those with particularly outstanding abilities or in urgent need of leading industries and strategic emerging industries in our province For talents, after research by the accreditation unit and submission to the Talent Office of the Provincial Party Committee for approval, the upper age limit can be increased by 5 years accordingly. There is no age limit for Taiwan residents. 5. Qualifications Special talents must also meet one of the following conditions: 1. Recipients of national medals (including the "National Medal of Peace" and "Friendship Medal") and national honorary titles; 2. Academician of the Chinese Academy of Sciences (including foreign academicians); 3. Academician of the Chinese Academy of Engineering (including foreign academicians); 4. Member of the Chinese Academy of Social Sciences; 5. Winner of the highest national science and technology award; 6. Winner of the International Science and Technology Cooperation Award (individual); 7. Director of the National Laboratory; 8. Selected into the Top Talent and Innovation Team Project of the National Major Talent Plan in the past 10 years; 9. Selected into the national "*" outstanding talent project in the past 10 years; 10. Selected into the provincial “*” special talent project in the past 10 years; 11. Nobel Prize (Physics, Chemistry, Physiology or Medicine, Literature, Economics), Fields Medal, Wolf Prize, Turing Award, Pritzker Prize, Lasker Prize, Crafford Prize and other internationally renowned awards Winner; 12. Member of the European Academy of Sciences; 13. Academician of the Academy of Sciences of Developing Countries (Academician of TWAS); 14. Membership of the highest academic authoritative institution in developed countries or influential world powers, and confirmed by the Provincial Association for Science and Technology and the Provincial Department of Human Resources and Social Security through special consultation with authoritative institutions; 15. After research by the accredited unit and submitted to the Talent Office of the Provincial Party Committee for approval, it is equivalent to other high-level talents at the above-mentioned levels.

Category A talents must also meet one of the following conditions:

(1) Have been selected for the following talent plans (engineering, projects) in the past 10 years
