First, the focus of this year's title reform

The evaluation types are divided into clinical main type and clinical scientific research combined with heavy type. Give play to the guiding role of professional title evaluation, pay attention to ability, be user-oriented, make outstanding contributions, guide health professional and technical personnel to study business and contribute to the front line, and continuously improve the level of medical treatment and medical technology. Do a good job in policy propaganda and interpretation to ensure that the declaration and review work is carried out in an orderly and smooth manner.
(3) Solidly carry out the "Yichang private enterprise title evaluation' through train' service special action". In order to better serve the development of private enterprises in our city, meet the professional title evaluation needs of professional and technical personnel in private enterprises, let more enterprises and personnel have the opportunity to participate in professional title declaration, and promote the growth of professional and technical personnel in private enterprises. The special review is arranged from April to June, 165438+ 10, and the review method is a combination of professional concentration and on-site service. The evaluation work is carried out by combining professional knowledge training and assessment, professional ability interview and defense, and comprehensive evaluation of application materials. The key point is to assess and evaluate basic theoretical knowledge, practical work ability, performance in this professional post and contribution to this enterprise. People's social departments in counties and urban areas and relevant enterprises should earnestly do a good job in activities starting, policy propaganda, demand investigation and reporting, and organization review. , and implement their respective responsibilities to ensure the effective implementation of activities.
(four) to start the evaluation of professional farmers' titles. Farmer's technical title is the symbol of farmer technicians' professional technical level and business skills. Organizing the evaluation and management of farmers' technical titles is a very important rural talent evaluation work carried out by the party and the state to fully mobilize farmers' enthusiasm for learning and applying science and technology and promote the growth of rural talents. It is also an important measure to implement the strategy of rejuvenating agriculture through science and technology, cultivate and bring up a new team of farmers' scientific and technological talents with culture, technology and management, accelerate the development of modern agriculture and promote the construction of new socialist countryside. According to the spirit of the provincial conference on professional titles, it is a policy innovation for professional farmers to declare their professional titles, in order to expand the evaluation field in our province and smooth the channels for all kinds of ownership personnel to participate in the evaluation of professional titles. Reducing the threshold for professional farmers to declare their professional titles and canceling the requirements for foreign languages, computers, papers and works reflects the policy inclination. However, the evaluation work should adhere to the standard conditions and highlight the ability and performance. Compared with the current policy, the evaluation of ability and performance does not lower the standard, and the evaluation is carried out according to the current professional standards of agricultural engineering (agronomy) in the province.
Before September this year, Yichang Professional Farmers' Intermediate Qualification Appraisal Committee was established, which took the lead in launching the two dominant agricultural industries of tea and citrus in our city. All counties, urban areas and relevant departments are requested to do a good job in expert recommendation, participants' thorough investigation, policy propaganda, etc. to ensure the smooth start of the evaluation of farmers' professional titles.
Second, the scope, object and reporting conditions of the review
The following personnel have the corresponding declaration qualifications:
(a) professional and technical personnel of enterprises, institutions and non-state-owned units in our city 2015;

The professional and technical qualifications obtained by civil servants and managers who participate in public services are only used as a sign of their professional and technical level and business ability, and are not linked to wages, welfare, social security and other benefits.
20 15 years ago, the provincial vocational reform office newly revised and published 4 1 professional series application and evaluation conditions (see Yichang Human Resources and Social Security Bureau website column-title evaluation-application conditions for details). Each unit can formulate recommendation standards according to the new application and evaluation conditions and the actual situation of the unit.
Three, the declaration of work control and ability verification work
(a) this year, the city's institutions still implement the total declaration control. The declaration of senior and intermediate positions of relevant departments and institutions of counties, cities and municipalities directly under the Central Government shall be implemented in accordance with the requirements of the Notice. The total number of advanced and intermediate controls declared by the whole city maintained an overall balance on the basis of the control number of 20 14.
The distribution of posts in counties and urban areas should be inclined to the grassroots level of villages and towns. In principle, each township should guarantee at least 1 senior declared post. The number of declared posts allocated by the education administrative department is moderately inclined to special education units.
(2) The capability verification shall continue according to the requirements of the document number. No. [2008]29, Hubei Vocational Reform Office. Senior high school junior professional title level and ability test shall be organized and implemented by the corresponding jury office. Those who apply for the first-level ability test should fill in the Registration Form and sign up for the test after being audited by the county or municipal vocational reform office. Among them, the middle and junior professional title assessors who apply for agricultural technology, engineering technology, news, archives, graphic arts, blogs and other professional series should submit the registration form when submitting the assessment materials, and participate in the level and ability test of municipal organizations.
According to the notice of Hubei Vocational Reform Office [2065438+03] No.24, primary and secondary school teachers will apply for the ability test of senior professional titles, and this year they will continue to implement the "written test" with unified standards and organizations in the province. Among them, the ability test of primary and secondary school teachers affiliated to townships is organized by the school itself, and there are no restrictions on the ways. Those who meet the requirements can be recommended, and the recommended results are valid in that year. City (including counties and cities) primary and secondary school teachers to declare the level and ability test of primary and secondary school judges, by the Municipal Education Commission Office to develop programs, unified standards, unified campus implementation. The level and ability test of health technicians to declare deputy senior titles is organized in the form of "man-machine dialogue". Teachers in colleges and technical secondary schools apply for senior professional titles, and the evaluation results are used as the basis for proficiency testing. Among them, those who rank in the last two academic years 10% are not allowed to apply for evaluation, and teachers who apply for different types of colleges and universities shall take this as the standard. Colleges and technical secondary schools should formulate specific recommendation schemes for high and intermediate schools according to this principle, and implement them after being approved by the Municipal Office for Vocational Reform. The results of the units that have not reported the recommended scheme or have not been approved shall not be recognized.
The professional ability test certificate obtained on or after 20 13 is valid this year. Those who pass the ability test may apply for senior job evaluation.
Four, the annual review work requirements

The Municipal Professional and Technical Qualification Evaluation Center accepts the materials and conducts the preliminary examination, and the Municipal Vocational Reform Office reviews the application materials and presides over the annual examination. At the same time, the Municipal Vocational Reform Office will do a good job in the organization and management of primary and secondary school teachers and the office of the health technology senior position jury.
Counties and cities zhigai office, relevant departments directly under the municipal government, enterprises and institutions, and municipal professional and technical qualification evaluation centers uniformly use the 20 15 version of the "professional title information management system" designated by the provincial zhigai office (downloaded from the column of "professional title evaluation" of the provincial people's social welfare department) to enter the summary application materials.
(2) Construction of intermediate judges' library. (3) Relevant review policies. Adhere to the system of good faith commitment and publicity. Each applicant shall sign the Letter of Commitment on the Integrity of Professional and Technical Qualification Declaration (see Annex 2), and promise that the personal information and supporting materials provided are true and accurate. The employing unit shall carefully examine and strictly control the application and evaluation materials of professional and technical personnel. The applicant's "list" must be publicized in this unit for more than one week, and a certificate of publicity shall be issued (see Annex 3).
Newly-installed demobilized cadres in professional and technical positions in institutions and professional and technical personnel transferred from party, government and group organs to enterprises and institutions can directly declare deputy senior and below titles according to the corresponding conditions of personnel with the same academic qualifications within three years.
Focusing on the talent evaluation needs of "through train service enterprises", county backbone enterprises and large non-public enterprises determined by the provincial and municipal governments, we will do a good job in the evaluation of special titles of "through train service" for private enterprises in 20 15 years, and carry out professional title evaluation services for outstanding professional and technical backbones who have made great contributions to them and talents who are urgently needed and in short supply.
Five, the declaration method and application materials specification

2. 4. To apply for senior positions of college teachers and middle school teachers, submit lesson plans for nearly one semester, and to apply for senior experimenters, submit two experimental lesson plans (copies are stamped with the official seal of the school's educational administration department).

Six, other specific requirements

(III) According to the arrangement of this year's provincial vocational reform office for the evaluation of primary and secondary school teachers and senior titles of health technology in our city, the materials of primary and secondary school teachers (including universities and technical secondary schools) will be declared and accepted, and the Municipal Teachers' Bureau will formulate a plan before May 30, and report it to the provincial vocational reform office for approval before implementation; The application materials for deputy senior health technology shall be formulated by the Municipal Vocational Reform Office and implemented after being submitted to the Provincial Vocational Reform Office for examination and approval. The Municipal Professional and Technical Qualification Evaluation Center completed the acceptance of the application materials of the deputy senior health technology on September 25th.
(4) The annual report on the declaration of high and intermediate control numbers of public institutions submitted by the relevant departments of counties, urban areas and municipalities directly under the Central Government, and the Municipal Vocational Reform Office shall, on the basis of examination and calculation, issue the declaration of control numbers of all localities and units before May 30.
