(1) major scientific and technological achievements transformation projects, which belong to domestic independent innovation, should have independent intellectual property rights, and their technical level has reached the domestic advanced or domestic leading level;

Article 4 The identification of major scientific and technological achievements transformation projects shall be based on the principles of science, objectivity, fairness and openness, and the application and evaluation system shall be adopted. Major scientific and technological achievements transformation projects that have been identified enjoy the preferential policies stipulated in the Regulations. Article 5 The Accreditation Committee for Major Scientific and Technological Achievements Transformation Projects in Chongqing (hereinafter referred to as the Accreditation Committee) shall be established in accordance with the Regulations. The accreditation committee is responsible for the accreditation of major scientific and technological achievements transformation projects in the city. The Accreditation Committee has an office located in the Municipal Science and Technology Commission, which is responsible for accepting the accreditation application and accreditation daily management of major scientific and technological achievements transformation projects in the city.
The accreditation committee is composed of qualified experts sent by the Municipal Science and Technology Commission, the Municipal Planning Commission, the Municipal Economic Commission, the Municipal Education Commission, the Municipal Construction Committee, the Municipal Agricultural Office, the Municipal Finance Bureau, the Municipal State Taxation Bureau, the Municipal Local Taxation Bureau and the Municipal Real Estate Bureau. Article 6 Applications for major scientific and technological achievements transformation projects can be selected in the following scope:
(1) major scientific and technological achievements promotion guide projects issued by the state and this Municipality;
(2) projects that have been included in various municipal science and technology plans and passed the acceptance or appraisal;
(3) achievements won national or municipal science and technology awards;
(4) projects that have obtained the national patent right and have the conditions for transformation;
(5) projects that come to Chongqing from outside the city or overseas for transformation;
(6) other scientific and technological achievements with significant transformation prospects. Article 7 To apply for the accreditation of major scientific and technological achievements, the following application materials shall be provided:
(1) Application Form for Accreditation of Major Scientific and Technological Achievements Transformation Projects in Chongqing;
(2) the implementation plan of the transformation project, including the necessity, content, market prospect forecast, target scale, fund raising, general situation of enterprises and legal persons, construction period, social and economic benefit forecast, etc. of the project transformation;
(3) necessary certification materials for the transformation of results, such as technical inspection reports issued by statutory inspection departments, test reports of sample prototypes or quality inspection reports. Pharmaceutical projects need to issue new drug certificates or clinical trial approvals;
(4) other relevant certification materials, such as patent certificate, science and technology award certificate, science and technology plan contract, high-tech enterprise certificate, financial statements of the previous year, etc. Article 8 the identification of major scientific and technological achievements transformation projects shall be handled according to the following procedures:
(1) accepting applications. The projects included in the plans of municipal commissions and bureaus shall be reviewed by the relevant commissions and bureaus in accordance with the provisions of Article 6 and Article 7 of these Measures, and the qualified projects shall be recommended to the office of the Accreditation Committee; The projects belonging to counties (autonomous counties and cities) shall be reviewed and recommended by the Science and Technology Commission of counties (autonomous counties and cities); Patent projects are reviewed and recommended by the Municipal Patent Office; Other project applicants can apply directly to the office of the Accreditation Committee, which is responsible for the review.
(2) Accreditation Committee for examination and approval. The accreditation committee and relevant experts shall conduct centralized examination and approval of the project, and the accreditation committee shall issue the Accreditation Certificate of Chongqing Major Scientific and Technological Achievements Transformation Project. The Office of the Accreditation Committee compiled the Catalogue of Major Scientific and Technological Achievements Transformation Projects in Chongqing, which was published by the Municipal People's Government and accepted social supervision. The relevant departments at the municipal level shall honor the preferential policies for the approved projects according to the relevant regulations. Article 9 The accreditation committee has full supervision over the accreditation projects. Where it is found that the implementation of the project is seriously contrary to the contents of the project declaration, or the transformation has not been implemented within one year, the qualification of the major scientific and technological achievements transformation project will be revoked, and it will stop enjoying the relevant preferential treatment.
