In order to further implement the strategy of strengthening the district with talents, vigorously promote the reform of the talent resource development and utilization mechanism and policy innovation, carry out pilot trials of talent innovation policies, and promote the new economic field Accelerate the gathering of key talent groups such as high-level, highly skilled talents and college graduates, accelerate the construction of Lingshan Bay "Talent Zone", lead the new economic development and construction of the new area, and formulate these implementation opinions based on the actual work.

1. Scope of application of talent introduction policy

This opinion is used to support enterprises and related organizations within the planning scope of Qingdao Lingshan Bay Film and Television Cultural Industry Zone and Lingshan Bay West Area, and the introduction of Talents needed for the development direction of Lingshan Bay regional economy and industry. The high-level talents involved in this opinion include the various types of talents covered in the "Qingdao High-level Talent Classification Catalog" introduced and independently cultivated by the West Coast New Area from home and abroad, as well as other "top talents" and "leading talents" recognized by the West Coast New Area. "Shortage of talents." In order to ensure the timely implementation of talent policies, effectively improve the effectiveness of policies, and simplify talent identification, it is necessary to sign legally binding employment (labor) contracts of three years or more with enterprises and relevant organizations within the region, in line with the new economy and regional development. Talents who are in demand, have paid social insurance in Qingdao, and have been verified to have no illegal or dishonest behavior shall implement "salary-based talent selection" and pay income tax according to the actual payment of the employer. The total annual salary is more than 1.2 million yuan, more than 800,000 yuan, and 500,000 yuan. The above grades correspond to high-level B, C, and D talents in Qingdao.

2. Preferential policies for talent introduction

(1) Talent salary subsidies. For talents who work in the region with an annual taxable income of more than 300,000 yuan and are in line with the development direction of the new economic industry, a subsidy of 100 yuan of district-level local contribution to personal income tax will be given, and a subsidy will be provided in a 1:1 ratio. (The total annual subsidy per person shall not exceed 600,000 yuan).

(2) Establish a talent empowerment fund. The first phase of the Talent Empowerment Fund with a scale of 100 million yuan was established, jointly funded by the West Coast New Area and Haifa Group, to actively introduce social capital, promote the combination of policy and market, and operate through market-oriented professional means to meet the needs of the people. Equity investment or key incubation of talent entrepreneurship projects in the seed stage and start-up stage of the development direction of new economic industries will make full use of the logic of the market and the power of capital to discover and achieve talents.

(3) Establish a talent entrepreneurship center. For entrepreneurial projects settled in the Talent Entrepreneurship Center, a finely decorated office space of no more than 200 square meters (no more than 10 square meters per person) will be provided free of charge for a maximum of three years. Combined with the talent empowerment fund, we will build an incubator accelerator for new economic development in the new district. Talent entrepreneurship projects (enterprises) settled in the center should generally meet the following conditions:

1. Applicants for entrepreneurial projects (enterprises) should have a bachelor's degree or above certified by the national education administration department; 2. Have independent intellectual property rights or invention patents; 3.

In line with the development direction of the new economic industry, it has good development potential and can carry out industrial production; 4. The applicant of the entrepreneurial project (enterprise) serves as the legal representative of the entrepreneurial enterprise, or holds more than 30% of the shares in the entrepreneurial enterprise; 5. (4) Employment subsidies for college students. For full-time undergraduates or above who are engaged in the development direction of new economic industries in the region during the dispatch period, 10,000 yuan/year will be given to undergraduate graduates, 20,000 yuan/year to master's students, and Ph.D. Postgraduate students receive a living allowance of RMB 30,000 per year, and the subsidy period shall not exceed three years.

(5) Housing rental and purchase guarantee for talents.

1. Purchase: For property-right talent housing built in the area, the purchase price shall not be higher than 80% of the selling price of commercial housing in the same area at the time of sale, and the purchase price shall not be higher than 70% for high-level talents and those with doctoral degrees. 2. Leasing: No less than 500 rental apartments for talents will be launched every year, and preferential rental and purchase policies can be provided for talents working in the area. Those with a bachelor's degree are free of charge in the first year, and 50 RMB is exempted from rent in the second and third years; those with a master's degree are free in the first two years, and 50 RMB is exempted from rent in the third year; high-end talents and talents in short supply, as well as doctoral graduates, are free of charge in the first year. (6) Other service guarantees. Talents who purchase or rent talent housing in the area can enjoy preferential treatment for collective households in new districts and for children in compulsory education to attend nearby schools. At the same time, various talent service policies and service resources of the city and district are integrated to provide preferential policies and convenient services such as spouse employment, medical care, professional titles, industry and commerce, taxation, scientific research, etc. for talent innovation and entrepreneurship.

3. Organization and Implementation

This opinion will be implemented from the date of issuance and will be valid for three years.
