Provisions of Qiqihar Municipality on preferential treatment for the elderly (revised on 20 17)

Article 1 In order to carry forward the traditional virtue of respecting the elderly, protect the legitimate rights and interests of the elderly and improve the level of social old-age security, these Provisions are formulated in accordance with the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly and the Regulations of Heilongjiang Province on the Implementation of the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly, and in combination with the actual situation of our city. Article 2 The term "old people" as mentioned in these Provisions refers to citizens over 60 years old with permanent residence within the administrative area of this Municipality. Article 3 State organs, social organizations, enterprises and institutions, other social organizations and citizens within the administrative area of this Municipality shall abide by these Provisions. Article 4 These Provisions shall be organized and implemented by the Municipal Working Committee on Ageing. Urban construction, transportation, public utilities, health, culture, sports, telecommunications, agriculture, justice, commerce, industry and commerce, public security and other administrative departments. We should do a good job in treating the elderly according to the division of responsibilities. Fifth elderly people over the age of 60, with my ID card, to the county (city), district departments responsible for the work of aging for the "card". Sixth elderly people enjoy the following "card" treatment:

(a) free access to parks and tourist attractions (except parks and large-scale commercial activities being held).

(2) Free library cards.

(3) Free access to exhibition halls and trade fairs.

(4) Free use of public toilets.

(five) to the state-owned, collective baths, barbershops, bathing, haircut, tickets for half price. Seventh elderly people over the age of 70 with the "card", enjoy the following benefits:

(a) in hospitals, health clinics, joint clinics and individual clinics, free registration (excluding specialist clinics) and priority for medical treatment, pricing, payment, medicine and hospitalization.

(2) Free storage of bicycles in public places of non-motor vehicle parking lots.

(three) to enter theaters, cultural palaces (museums), clubs, stadiums (museums) to watch movies, cultural programs and sports competitions (except major commercial activities and international sports competitions), the ticket price is halved.

(4) When entering school, pay half price.

(five) take the local bus and tram to buy tickets at half price. By coach, you can get on the bus first and arrange seats.

(6) When installing a telephone in the home of the elderly who live apart from their children, the initial installation fee is 100 yuan, and the installation is given priority.

(seven) lawyers write complaints and provide them with legal advice free of charge. Eighth elderly people over the age of 60 and under the age of 70, with the "card" to enjoy the following benefits:

(two) in hospitals, health centers, joint clinics and individual clinics, half-price registration and priority for medical treatment, payment, medicine and hospitalization.

(3) It is free for law firms to provide legal advice concerning their own affairs. Ninth rural elderly people over the age of 60, in addition to paying taxes and fees prescribed by the state, do not bear local compulsory labor, labor accumulation and social collection fees.

If the life of the elderly in rural areas is really difficult, the rural overall planning fee and village retention fee that should be paid can be reduced or exempted. Article 10/kloc-The elderly over 0/00 years old shall be given a nutritional subsidy of 100 yuan per person per month. Among them, there is a work unit, paid by the work unit; If there is no work unit, it shall be paid by the county (city), district and township (town) government where it lives. Article 11 If the elderly bring a lawsuit because their legitimate rights and interests are infringed, and it is really difficult to pay the legal fees, they may postpone, reduce or exempt them; Legal aid is available to those who need the help of a lawyer but cannot afford it. Article 12 hospitals, shops, restaurants, bazaars, photography, postal services and other business places related to the lives of the elderly should set up signs of respect for the elderly and give preferential treatment and care to the elderly. Thirteenth these Provisions shall be interpreted by the Municipal Working Committee on Ageing. Article 14 These Provisions shall come into force as of September 6, 1999/kloc-0. The Provisions of Qiqihar Municipality on Preferential Treatment for the Elderly promulgated by the Municipal People's Government on March 6th 1995 shall be abolished at the same time.
