Legal basis: Article 14 of the Measures for the Administration of Passports in People's Republic of China (PRC) Border Management Zones shall not be accepted by the public security organs under any of the following circumstances:
(1) Defendants and criminal suspects in criminal cases identified by public security organs, state security organs, people's procuratorates or people's courts;
(2) Persons who have been sentenced to punishment and are serving their sentences;
(3) Persons who are undergoing reeducation through labor;
(four) the public security organs think it is not appropriate to go to the border management area.
