Article 1 These Measures are formulated in accordance with relevant laws and regulations in order to standardize the pricing behavior of construction project cost, reasonably determine and effectively control the construction project cost, and safeguard the legitimate rights and interests of all construction parties. Article 4 The construction administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of construction project cost activities within their respective administrative areas.

The construction administrative department entrusts the construction project cost management institution to be responsible for the specific supervision and management of construction project cost activities.

The administrative department of development planning of the provincial people's government shall, in accordance with its duties, do a good job in the management of construction project cost.

The industry cost management department of the State Council Province is responsible for the management of engineering cost activities of this specialty based on the industry engineering cost valuation. Article 5 The valuation basis of construction project cost is divided into unified valuation basis, industry valuation basis and one-time supplementary valuation basis.

Construction project cost valuation basis includes the following contents:

(1) Estimation indicators and budgetary estimate indicators;

(two) budget quota, budget quota, unit valuation table, cost quota, time limit for a project quota;

(three) the labor price, the budget price of materials and equipment, the unit price of construction machinery, and the provisions on the adjustment of project cost;

(four) other relevant valuation basis stipulated by the state and the province. Ninth provincial construction project cost management institutions shall regularly publish the price information of labor, materials and construction machinery.

City (the ground) construction project cost management agencies are responsible for the compilation of material budget price and the release of material price information within their respective administrative areas, and report to the provincial construction project cost management agencies for the record.

Construction project cost management institutions shall establish a construction project cost database to provide a basis for the valuation and management of construction project cost. Thirteenth preliminary design budget should be within the scope of construction project investment estimation, according to the budget index, budget quota, cost quota, unit valuation table and price change factors during the construction period. In accordance with the relevant provisions of the state and this province, it is necessary to perform the examination and approval procedures for the preliminary design budget, and it shall perform the examination and approval procedures. Article 14 The construction drawing budget shall be prepared within the approved preliminary design budget, based on the construction drawing design documents, budget quota, cost quota, unit valuation table and the current material budget price or adjustment coefficient at the location of the construction project. Fifteenth construction project bidding base price should be based on the valuation methods and requirements stipulated in the tender documents and unified rules for the calculation of quantities. For a project subject to tender, the bill of quantities method can be used to prepare the tender base price and tender offer.

Only one pre-tender estimate can be compiled for a project subject to tender. The pre-tender estimate shall be prepared by the tenderee who meets the pre-tender estimate preparation conditions or the engineering cost consulting unit and tendering agency entrusted by it with corresponding qualifications. The pre-tender estimate shall not be disclosed before the bid opening. Sixteenth after the completion of the construction project, the construction enterprise shall submit the project completion settlement documents to the construction unit in accordance with the time and manner agreed in the contract.

After receiving the project completion settlement documents submitted by the construction enterprise, the construction unit shall put forward the review opinions according to the time agreed in the contract. If the review opinions are not put forward within the time limit, the completion settlement documents shall be deemed as approval. Seventeenth units engaged in construction project cost consulting shall apply to the construction administrative department and obtain the qualification certificate of construction project cost consulting unit before engaging in construction project cost consulting business. Eighteenth personnel engaged in construction project cost activities shall obtain the qualification of registered cost engineer or budgetary personnel. Nineteenth construction project cost consulting units can undertake the following business according to the entrustment:

(a) the preparation, review and project evaluation of the investment estimate of the construction project;

(two) the preparation and review of the preliminary design budget, construction drawing budget, completion settlement, tender base price and tender offer of construction projects;

(three) the adjustment of the contract price and the calculation of the claim fee;

(four) the project cost control in each stage of the construction project;

(five) the determination of settlement disputes in construction projects;

(six) other matters related to the construction project cost business.
