First, the scope of white list personnel
1. Daily commuters who work in the local area and live in other provinces and cities, including the staff of local organs, enterprises and institutions, shopping centers, supermarkets, vegetable markets and other commercial places.
2. Daily commuters who live in this area and work in other provinces and cities.
3. Commuters are not included in the white list for catering services, bathing, beauty salons, indoor fitness, song and dance entertainment, amusement halls, Internet cafes, secret rooms, chess rooms and other places.
Second, the white list personnel approval
1. Personal application. People who work in this area apply for commuting to their work units, and people who live in this area apply for commuting to their villages. Applicants submit relevant materials and register information.
2. Unit verification. The unit or village should strictly verify the application materials and personal information, and report the verified list and materials to the street town for review.
3. Administration Bureau, Street Town Audit Bureau. Management bureau, street town of units or villages to submit the list of personnel and materials for strict audit, the audit summary list submitted to the district prevention and control office for approval.
4. The district prevention office for examination and approval. The district prevention and control office shall examine and approve the white list reported by the Administration Bureau and the towns, and send a copy of the white list to the competent departments of various industries to strengthen management. The district big data center will report the white list to the municipal big data center in time.
From June 28th, 165438+ All administrations and towns must submit the full white list of "commuting between the two places" before 15 every day, and the data submitted after the deadline will not be included in the statistics of the day. Those who come to Shanghai and return to Shanghai who are not included in the white list of "commuting between the two places" on that day will be included in the yellow code of "landing inspection" and the prompt information management of those who come to Shanghai and return to Shanghai at night according to relevant rules.
Third, the white list personnel management
1. Persons who are listed in the white list of commuting must hold negative nucleic acid test certificates within 48 hours every time they enter or leave Shanghai. During my stay in Shanghai, I must strictly abide by the epidemic prevention regulations of this Municipality and conduct nucleic acid testing. Employees in key industries should conduct regular nucleic acid testing in strict accordance with the requirements of the competent departments of the industry. Those who fail to implement epidemic prevention measures according to regulations and lead to the spread of the epidemic will be investigated for corresponding legal responsibilities.
2. The display interfaces such as "Code with Application" and "Location Code" of white-listed personnel do not display the labeling prompt "Return to Shanghai within 5 days after coming to Shanghai".
Four, job responsibilities and requirements
1. Implement territorial management responsibilities. All administrations and towns should earnestly implement the responsibility of territorial management, refine and improve the white list management mechanism of "commuting between the two places" across provinces and cities, and do a good job in the review, closed-loop supervision and dynamic management of white list personnel; Those who fail to complete the nucleic acid detection on time according to the regulations should promptly urge the implementation of supplementary inspection, and those who violate the rules for many times shall not be included in the white list.
2. Implement departmental supervision responsibilities. Departments in charge of various industries should do a good job in reporting and guiding the white list of relevant enterprises, units and places, strengthen the management of commuters, and strictly implement various epidemic prevention measures. Strengthen publicity and guidance, strengthen supervision and inspection, and guide commuters to abide by and implement health management measures.
3. Effectively strengthen work linkage. The District Communications Commission should strictly implement the requirements of "landing inspection", conduct code scanning inspection on all staff, actively guide those who come to Shanghai and return to Shanghai to conduct nucleic acid sampling at highway intersections, ensure that the scanning rate, sampling rate and single tube rate reach 100%, and effectively "enter the city". The district health and health commission should guide the administrations and towns to set up normalized nucleic acid sampling points reasonably to meet the testing needs of residents. The district big data center should strengthen the docking with the city big data center, and dynamically submit the information of whitelisted personnel in real time.
