1. 1.2 The bid evaluation activities follow the principles of fairness, impartiality, science and merit.

Bid evaluation personnel must strictly abide by the confidentiality provisions, and shall not collude with bidders, disclose information related to bid evaluation activities, ask for bribes, or participate in any activities that may affect fair bid evaluation.
During the bid evaluation, the bidder shall not interfere with the bid evaluation, and shall not use improper means such as bribery to influence the bid evaluation.

A. Fixed price scoring method refers to the method that the tenderer determines the public price of supervision bidding contract section according to the price management regulations, scores the bidders' business documents and technical proposals, and ranks them from high to low according to the scores, and determines the candidate with the highest score as the winning bidder. Except for large-scale or technically complex projects, it is recommended to adopt the fixed price scoring method.
B. Comprehensive bid evaluation method refers to the method of grading and sorting the business documents, technical schemes and financial schemes of bidders, and determining the candidate with the highest score as the winning bidder. The score weight of financial proposal shall not exceed 10%.
C. The reasonable price method of technical evaluation refers to the method of grading the business documents and technical proposals of bidders, and sorting them from high to low, and determining the one with the lower bid price among the top two scores as the winning candidate.
2. 1 The bid evaluation committee is composed of the tenderee, and the bid evaluation committee is established according to law.
The bid evaluation committee consists of representatives of the tenderee and bid evaluation experts randomly selected from the supervision expert database set up by the Ministry of Transport or the supervision expert database set up by the provincial transportation authorities. The number of bid evaluation experts is odd or more, and the number of bid evaluation experts shall not be less than two thirds of the total.
Before the bid evaluation committee starts its work, it shall elect a chief bid evaluation committee member to coordinate and organize the bid evaluation committee members.

Review Procedure 3. 1 Preparation for Bid Evaluation Before starting the bid evaluation, the bid evaluation committee should first carefully study the bidding documents; The tenderer shall provide the bid evaluation committee with the tender documents, bid evaluation methods and other important information and materials needed for bid evaluation, and assist the bid evaluation committee to understand and be familiar with the following contents of the project subject to tender:
