Legal basis:

Article 11 and Article 12 of Chapter II of the Compulsory Education Law of People's Republic of China (PRC) stipulate that

2. School-age children and adolescents who need to postpone their enrollment or drop out of school due to their physical condition shall apply by their parents or other legal guardians and be approved by the education administrative department of the local township people's government or the people's government at the county level.

4.
