Institutional function
(a) the implementation of national, provincial and municipal education laws, regulations and policies, and formulate the implementation measures in this area; Formulate strategies and plans for educational reform and development in the whole region and organize their implementation.
(two) responsible for the overall planning and coordinated management of all kinds of education, in conjunction with the relevant departments for examination and approval, set up all kinds of schools; To guide the research and reform of education and teaching in various schools; Responsible for the statistics, analysis and release of basic education information.
(three) to participate in the management of the education funds at the corresponding level and the education funds allocated by the higher authorities to the district; Participate in the formulation of education fund raising, education appropriation and education infrastructure investment policies in the whole region; Responsible for statistics and monitoring the investment and use of education funds; Compile, summarize and report the annual budget and final accounts of all kinds of education funds in the whole region in conjunction with relevant departments; According to the relevant provisions of the management of Hong Kong, Macao and Taiwan and foreign governments and organizations to our education assistance and education loans; Responsible for guiding and managing the financial assistance for students with financial difficulties in the whole region; Guide and organize the implementation of the internal audit of the education system.
(four) to organize, guide and coordinate the comprehensive management of social security and safety work of the education system and various schools in the whole region, and guide and coordinate the maintenance of the stability of the education system in the whole region.
(five) to guide and manage preschool education, basic education, adult education, illiteracy eradication, social forces to run schools, self-study exams and continuing education in the whole region; To undertake the examination and approval of the establishment, renaming, cancellation and adjustment of public pre-school education and basic education schools in accordance with relevant regulations; Responsible for guiding and coordinating the relevant education work of all departments in the whole region; Responsible for guiding and coordinating the education of ethnic minorities in the whole region.
(six) responsible for the management of leading bodies and leading cadres of directly affiliated units and institutions; To guide the ideological education and related training of cadres in directly affiliated units.
(seven) to guide the ideological and political education, moral education, sports health art education and national defense education in various schools in this area; Guide the party building, propaganda, United front and group work in the directly affiliated schools.
