Chapter I General Provisions
Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education and the Henan Provincial Department of Education on the enrollment of 20021in order to standardize the enrollment of schools and promote fair and scientific talent selection.
Article 2 These Articles of Association are applicable to the enrollment of ordinary full-time undergraduates in North China University of Water Resources and Hydropower.
With the approval of the Ministry of Education, the Ural College of North China University of Water Resources and Hydropower (a non-independent legal entity, a Chinese-foreign cooperative education at undergraduate level) jointly run by North China University of Water Resources and Hydropower and Russian Ural Federal University is included in the national enrollment plan of ordinary colleges and universities, and North China University of Water Resources and Hydropower is responsible for enrollment, training and employment.
Article 3 The enrollment work of North China University of Water Conservancy and Hydropower follows the principles of "fair competition, fair selection, openness and transparency", with comprehensive assessment, comprehensive evaluation and merit-based admission.

Chapter II General Situation of Schools
Article 5 The full name of the school is "North China University of Water Resources and Hydropower" (hereinafter referred to as the school), and the code is 10078. The school originated from 195 1 Water Conservancy School of the Ministry of Water Resources of the Central People's Government founded in Beijing, and 1954 was renamed Beijing Water Conservancy School of the Ministry of Water Resources. 1958 Beijing Hydropower School and Beijing Hydropower Correspondence College merged to form Beijing Institute of Water Resources and Hydropower. 1969 Moved to Yuecheng Reservoir in Cixian County, Hebei Province to run a school. 197 1 renamed Hebei Institute of Water Resources and Hydropower. 1977 moved to Handan City, Hebei Province to run a school, 1978 changed its name to North China Institute of Water Resources and Hydropower. 1990 moved to Zhengzhou City, Henan Province to run a school, and was placed under the management of Henan Province by the head of the Ministry of Water Resources in 2000. In 2009, the Ministry of Water Resources signed a strategic agreement with the Henan provincial government to jointly build North China Institute of Water Resources and Hydropower. 20 13 was renamed as north China university of water resources and hydropower.
The school is a public institution of higher learning characterized by water conservancy and electric power, with engineering as its main task and the coordinated development of science, engineering, management, agriculture, economics, literature, law and art. The school covers an area of 4,335 mu and has more than 32,000 full-time undergraduates, master students, doctoral students and foreign students. The school has more than 2,500 faculty members, including more than 800 teachers with senior titles and more than 900 teachers with doctoral degrees. The school has 24 teaching units such as Water Conservancy College and Electric Power College, and 155 research institutions such as Yellow River Institute and Water Culture Research Center. The Water Conservancy Training Center of the Ministry of Water Resources and the Open Education Office of the TV University of the Ministry of Water Resources are located in the school. Article 6 Since its founding 70 years ago, the school has trained more than 300,000 senior professional and technical talents and management talents for the country, including nearly 20 national ministries and commissions, generals of armed police hydropower units, and provincial and ministerial leaders. Chapter III Enrollment Institutions and Personnel
Article 7 A school shall set up a leading group for enrollment work, which is composed of the principal responsible persons and the heads of relevant departments such as discipline inspection and supervision in the school, to be responsible for the enrollment work of the school, and set up an enrollment office, equipped with full-time staff and necessary office equipment, places and facilities, to carry out the enrollment examination.
Article 8 The permanent institution of general full-time undergraduate enrollment in schools is called "Admissions Office of North China University of Water Resources and Hydropower", which is responsible for organizing and implementing the general full-time undergraduate enrollment in schools.
Ninth schools never entrust any social intermediary institutions or individuals to engage in enrollment work.
Chapter IV Enrollment Plan
Article 10 A school shall formulate an annual enrollment plan according to social needs, development planning, conditions for running a school, students' situation and subject development, and submit it to the Henan Provincial Department of Education and the Ministry of Education for examination and approval after being confirmed by the school party committee meeting.
Eleventh school admissions office according to the enrollment plan issued by the Ministry of Education, Henan Provincial Department of Education, and reported to the Henan Provincial Department of Education and the Ministry of Education for review and filing. At the same time, the school admissions office will submit the enrollment plan to the relevant provinces (autonomous regions and municipalities directly under the Central Government) Admissions Examination Institute (Admissions Examination Institute) for the record, and announce it to the public through relevant channels.
The school prepares a reserved plan within 1% of the total number of undergraduate enrollment plans, and reports it to the competent department for review and the Ministry of Education for the record, which is used to adjust the imbalance of students in the online entrance examination.

Chapter V Admission Rules
Article 13 Enrollment system: School enrollment is conducted under the unified organization of the enrollment committees of all provinces (autonomous regions and municipalities directly under the Central Government), and the provision that "schools are responsible for enrollment and supervision" is implemented.
Article 14 Proportion of filing: The proportion of filing shall be determined according to the situation of students in various provinces (autonomous regions and municipalities directly under the Central Government) and relevant regulations.
Fifteenth professional admission principle: based on the results of filing, the principle of "voluntary sorting and professional sorting" is implemented. (The "major" mentioned in the Articles of Association includes specific major, major direction or major category. The professional diversion of large-scale enrollment candidates shall be implemented in accordance with the relevant regulations of the school. )
When the scores of bid documents are the same, the order shall be determined according to the ranking rules of bid documents in the province where the candidate is located. If there are no specific requirements in their province, our school will compare Chinese, mathematics, foreign languages and comprehensive scores in turn to determine the order. When all the candidates' professional volunteers can't meet the requirements but are subject to professional adjustment, they will be transferred to other majors in turn according to the candidates' scores from high to low (the rules for determining the order are the same as above). Candidates who do not obey the professional adjustment will be dismissed.
In the provinces (autonomous regions and municipalities directly under the central government) that implement the comprehensive reform of the college entrance examination, the school shall, in accordance with the relevant provisions of the provinces (autonomous regions and municipalities directly under the central government), determine in advance the requirements of the high school level examination subjects for the majors (categories) to be enrolled; Candidates must apply for our school in accordance with the requirements of the above-mentioned enrollment majors (categories); Students' comprehensive quality files are used as admission reference. Admission majors are determined in accordance with the relevant provisions of the college entrance examination reform plan of this province (autonomous regions and municipalities directly under the Central Government).
Students from Hong Kong, Macao and Taiwan recruited by the Federation of Returned Overseas Chinese and Taiwan Province Province are admitted without examination in accordance with the provisions of general colleges and universities and school-related enrollment brochures that jointly recruit overseas Chinese, Hong Kong, Macao and Taiwan students.
Sixteenth "English" major only recruits candidates whose foreign language is English in the school; North China University of Water Resources and Hydropower's "Russian" major and Ural College only recruit candidates whose foreign languages are English and Russian; Sino-British and Sino-Korean cooperative education only recruits candidates whose foreign language is English.
In addition to the above-mentioned majors, other majors in the school do not restrict candidates' foreign languages. However, because other majors in the school only offer foreign language English courses (except for the direction of "Chinese International Education"), all admitted candidates should take English as a compulsory foreign language course and complete their studies in accordance with the relevant regulations of the school.
Article 17 Principle of withdrawing from the post: The school may consider withdrawing from the post for those who fail to pass the ideological and political moral examination and do not obey the professional adjustment. In addition to the special majors, the school's requirements for the physical health of candidates shall be implemented in accordance with the Guiding Opinions on Physical Examination of Enrollment in Ordinary Colleges and Universities and relevant supplementary provisions.
Eighteenth admission rules for art majors:
Art majors in our school are both liberal arts and sciences, and candidates are required to take the national entrance examination for ordinary colleges and universities and the provincial-level professional unified examination organized by the provincial-level entrance examination authorities. 202 1, our school did not organize professional examinations or separate tests in each province.
The mode and proportion of investment shall be implemented in accordance with the relevant provisions of each province. Candidates who enter the file reading range of our school will read the file according to the sorting rules of our school and decide whether to admit or withdraw from the file.
Our school's sorting rules: the scores of art majors, college entrance examination culture courses and professional courses all reach the batch admission control scores of our school's art majors specified by candidates' provinces, and the comprehensive scores are calculated according to the ratio of the scores of college entrance examination culture courses multiplied by 40% and the scores of professional courses multiplied by 60%, and the admission majors are determined according to the principle of "voluntary clearing and professional clearing".
Nineteenth professional enrollment does not limit the proportion of male and female students.
Twentieth by the provinces (autonomous regions and municipalities directly under the central government) admissions examination departments identified and publicized, into the college entrance examination results and enjoy the bonus policy candidates, in principle, identified by the school, according to the relevant provisions of the Ministry of Education and the province.
Article 21 After the admission, according to the requirements of the Ministry of Education and the Henan Provincial Department of Education, the school will announce the admission results to the public in time on the official media such as the Admissions Information Network of North China University of Water Resources and Hydropower.
Chapter VI Charging Standards and Others
Article 22 According to the relevant regulations of the state, students should pay tuition and accommodation fees according to the payment method and time stipulated by the school when they enter school.
After being reported to the Development and Reform Commission of Henan Province, the Department of Finance and the Department of Education for the record, the tuition standard for 20021year is as follows:
Undergraduate science and engineering majors 5000 yuan or 5500 yuan/student/academic year; Among them, the dominant majors are water conservancy and hydropower engineering, agricultural water conservancy engineering, energy and power engineering (thermal power generation), energy and power engineering (hydro power generation), electrical engineering and its automation, mechanical design, manufacturing and its automation, vehicle engineering, intelligent manufacturing engineering, civil engineering (geotechnical engineering and underground construction), water supply and drainage science and engineering, computer science and technology, hydrology and water resources engineering and geological engineering, with an average cost of 55,000.
Undergraduate liberal arts majors 4400 or 4800 yuan/student/academic year; Among them, the dominant professional accountant is 4800 yuan/student/school year. English, Chinese international education, Russian, law, economics, international economy and trade, financial mathematics, information management and information system, industrial engineering, logistics management, marketing, administration, labor and social security and other majors are 4400 yuan/student/school year;
Undergraduate art majors are 8000 yuan/student/academic year.
The undergraduate major enrolled in cooperation with Henan Songshan Shaolin Wushu Vocational College is 12000 yuan/student/academic year.
Chinese-foreign cooperative education for undergraduate majors (including arts majors and Ural College majors) 18000 yuan/student/academic year.
Information Engineering College (provincial characteristic demonstration software college) undergraduate major 12000 yuan/student/academic year.
The preparatory stage of ethnic minority preparatory classes enrolled in Henan Province is 20,000 yuan/student/academic year, which will be charged according to the standard of undergraduate professional tuition in that year after being promoted to ordinary undergraduate courses.
Student dormitories are arranged by the school according to the actual situation. Accommodation for six people is charged according to the standard of 800 yuan/student/school year, and accommodation for four people is charged according to 1000 yuan/student/school year.
Twenty-third new students enrolled in school, the school of registered students to conduct a comprehensive examination of the qualifications. Those who fail the second interview will be dealt with according to the relevant regulations and different situations until their admission qualification is cancelled. Anyone who practices fraud will be disqualified from admission. Candidates who fail to report within the time limit without the consent of the school are deemed to have given up their admission qualifications.
According to the relevant regulations, the school will report the candidates who cancel their admission qualifications and give up their admission qualifications to the provincial admissions office where the students are located for the record.
Article 24 The school has established a student financial aid system with "awards, loans, assistance, diligence, compensation, reduction and exemption" as the main body, opened up a "green channel" for freshmen's enrollment, and established a "trinity" health aid system for college students.
At present, the school has established a number of scholarships, such as national scholarships, national inspirational scholarships, national scholarships, and national student loans. Set up a special fund for students' work-study programs, so that students' work-study programs are relatively stable, and temporary difficulties are rescued.
Twenty-fifth freshmen (including Chinese-foreign cooperatively-run students of various majors) who have been trained by the school in accordance with the professional talent training plan, completed the prescribed academic tasks and passed the examination will be awarded the undergraduate diploma of North China University of Water Resources and Hydropower. Undergraduate graduates who meet the conditions for awarding bachelor's degrees shall be awarded bachelor's degree certificates. According to the Regulations of People's Republic of China (PRC) on Chinese-foreign Cooperation in Running Schools, the approval documents and the provisions of the Sino-foreign cooperation agreement, students from Ural College of North China University of Water Resources and Hydropower who have completed the credits required by foreign schools and meet the conditions for granting bachelor's degrees in foreign schools will be awarded a bachelor's degree certificate in foreign cooperation in running schools. Students who have completed the credits required by foreign schools and studied in foreign universities for a certain period of time meet the conditions for awarding bachelor's degrees in foreign schools and are awarded a bachelor's degree certificate in foreign cooperative education.
Chapter VII Supplementary Provisions
Article 26 If there is any conflict between the previous policies and regulations of the school on enrollment and these Articles of Association, these Articles of Association shall prevail; If the articles of association conflict with the policies of the state and the Ministry of Education and other relevant departments, the policies of the state and the Ministry of Education and other relevant departments shall prevail.
