Large-scale public buildings are national key projects. At the initial stage of project implementation, the project management consulting company suggested dividing the work tasks into 26 large blocks, and compiled a task division table for these 26 large blocks (as shown in Table 3-9). With the progress of the project, the task division table will be deepened and refined. The table has the following characteristics:
1) The task division table mainly defines which task is sponsored by which work department (organization), and also defines the co-sponsor department and cooperation department. Sponsorship, co-sponsorship and cooperation are represented by three different symbols in the table;
2) In each row of the task division table, that is, in each task, at least one department is responsible for the work;
3) The Operation Department and the Property Development Department participate in the whole project implementation process, not just before the project is completed.
3.8.4 Practical Analysis of Division of Management Functions (Familiar)
(1) Division of management functions of large public buildings
A large public * * building project has compiled a management function division table (Table 3- 10), which divides the tasks of project management into several categories, and defines which work department undertakes the management functions such as planning, decision-making, implementation and inspection of each task. However, there are some problems in this table, which should be paid attention to when compiling the management function division table in the future:
1) The work department column is too thick, so it is not appropriate to merge the group leaders of multiple management groups into one column;
2) The taskbar of the taskbar is too thick;
3) Too many departments undertake the same management function for each task;
4) Some management functions of some tasks are not undertaken by working departments or personnel.
(2) Division of management functions of contract management tasks of large public buildings.
The division of management functions should be gradually deepened according to the needs. For example, the contract management of large public buildings is jointly undertaken by the owner's representative, the project management team leader (project manager) and the contract management department, but the management functions of each party are different. Table 3- 1L shows the division of management functions in these three aspects. This table also has some problems:
1) management is a limited cycle process composed of multiple links, which includes management functions such as questioning, planning, decision-making, execution and inspection. Many tasks are missing from this table.
2) The division of tasks is obviously unreasonable.
3.8.5 Practical analysis of workflow organization (familiarity)
(1) Workflow Organization of Urban Rail Transit Construction
A certain urban rail transit construction project has compiled several work flow organization charts, which are listed as follows:
1) investment control workflow:
① The whole process of investment control;
(2) investment planning, analysis and control process;
(3) the progress payment process of the project contract;
④ Change the investment control flow;
⑤ Settlement process of construction and installation project.
2) Schedule control workflow:
① Control node (milestone), preparation and approval process of master schedule.
(2) The preparation and approval process of the project implementation plan;
③ Monthly plan and approval process;
④ Weekly planning and approval process,
⑤ Implementation, inspection and analysis control flow of the project implementation plan;
⑥ Implementation, inspection and analysis control flow of monthly plan;

(1) Construction quality control process of building installation project;

4) Contract and bidding management workflow:

(2) The project management process in the preparation stage of large-scale public works design.
The project decided to hire a project management consulting company to manage the project from the design preparation stage, and the project management consulting company compiled the project management work flow chart of each stage of project implementation. Figure 3-32 is the work flow chart of project management in the design preparation stage.
At this stage, the main task of the project manager is to assist the owner to re-demonstrate the overall goal of the project, organize a design competition, assist the owner to select the design unit selected in the design plan, and sign a design contract with it.
Figure 3-32 basically reflects the logical order of the above work, but there are some problems in graphic expression.
(1) Each rectangular box should be marked with a specific task, not a set of working concepts.
(2) The workflow chart should show the very strict logical order relationship between tasks, and the logical order of several tasks in the chart is incorrect.
