In order to further standardize the construction of unified bidding platform in Daishan County, according to the spirit of relevant documents, Daishan County established Daishan County Bidding Center at the end of 2005. (hereinafter referred to as Daishan Bidding Network) According to the Letter on Determining the Organization Level of Daishan Bidding Center issued by Zhoushan Organization Establishment Committee Office (Zhou Bian Ban Han [2015] No.6), Daishan Bidding Center is the working organization responsible for the bidding market and government procurement transaction services in the county. It is a fully funded institution equivalent to the deputy department level and is managed by the county examination and approval service and bidding management office. Daishan Bidding Network actively performs the corresponding duties of the provincial bidding network (Zhejiang Bidding Network) and maintains the order of project bidding activities.

Daishan Tendering Center consists of four institutions: comprehensive information department, construction engineering trading department, government procurement department and land mining and property rights trading department. Its main responsibilities are:

1. Carry out the bidding laws, regulations and policies of the state and higher-level government departments, and formulate and implement various internal management systems.

5. Collect and publish relevant bidding policies and regulations, and establish an information network of bidders, suppliers, bidding agencies and commodity prices.

6, responsible for the construction and management of the evaluation expert database, participate in the evaluation work of the evaluation experts.

7. Provide places, information, technical consultation and related services for all parties to the transaction, and maintain the trading order of the center.

8. Collect relevant fees according to regulations, and collect margin (credit) related to bidding.

9. Be responsible for the statistics, analysis and filing of relevant information of bidding activities.

10. Complete other matters assigned by the county examination and approval service and bidding management office.
