On March 2018 13, the Fourth Plenary Session of the First Session of the 13th National People's Congress was held in the Great Hall of the People in Beijing. Entrusted by the State Council, State Councilor Wang Yong explained to the First Session of the 13th National People's Congress the State Council's institutional reform plan: in order to safeguard the legitimate rights and interests of military families, strengthen the construction of the service guarantee system for retired military personnel, establish and improve a centralized and unified service guarantee system for retired military personnel with clear responsibilities, and make military personnel become a profession respected by the whole society. The plan proposes to integrate the responsibilities of the Ministry of Civil Affairs for the special care and placement of retired soldiers, the responsibilities of Ministry of Human Resources and Social Security officers, the political work department of the Central Military Commission, and the logistics support department of the Central Military Commission to form the Department of Veterans Affairs.
On April 6th, 20 18, People's Republic of China (PRC) Veterans Affairs Department was formally established, and the work of veterans entered a new stage of development. By the end of 20 18, all 3/kloc-0 provinces (autonomous regions and municipalities) in China had set up provincial departments (bureaus) for veterans affairs, and institutions below the city and county level had been established, and some provinces had set up five-level service institutions at the provincial, city, county and village levels, and the working system was gradually established.

Measures for the Implementation of Hanging Glory Cards by Families of Martyrs' Families, Military Families and Retired Soldiers
Article 5 provides that:
The Department of Veterans Affairs uniformly designs the standard style and supervises the production of glory cards, which are signed by the people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps. The competent department of veterans affairs of the provincial people's government is responsible for the unified production of the province's glorious cards. The competent department of retired military affairs of the people's government at the county level shall, jointly with the local people's armed forces department, organize and implement the specific hanging work of the glorious brand within their respective administrative areas.
Article 2 provides that:
These Measures shall apply to the families of martyrs, survivors of soldiers who died in the line of duty (hereinafter referred to as the "three genera"), families of servicemen of the China People's Liberation Army (hereinafter referred to as servicemen) and families of ex-servicemen.
Take the initiative to hang glory cards for the families of the "three genera", the families of active servicemen and the families of retired servicemen who hold the People's Republic of China (PRC) Martyrs Certificate, the People's Republic of China (PRC) Soldiers who died in the line of duty Certificate and the People's Republic of China (PRC) National Soldiers Death Certificate. Parents (dependents), spouses and family members of children of undocumented martyrs, soldiers who died in the line of duty, and deceased soldiers shall hang honor cards according to their applications.
