In order to thoroughly implement the Opinions of the State Council on Further Promoting the Reform of the Household Registration System (Guo Fa [2014] No.25), promote the orderly realization of citizenization of the permanent population with the ability to work and live stably in cities and towns, and steadily promote the full coverage of the permanent population with basic public services in cities and towns, we hereby put forward the following implementation opinions:
I. General requirements
(1) Work objectives. Coordinate the reform of household registration system and related economic and social fields in Guangdong Province, reasonably guide the orderly transfer of agricultural population to cities and towns, promote the urbanization of agricultural transfer population in an orderly manner, gradually realize the integration of urban and rural population management, equalize urban and rural public services, and balance urban and rural economic development. By 2020, we will basically establish a new household registration system that is people-oriented, scientific, efficient, standardized and orderly, compatible with building a well-off society in an all-round way, effectively supporting social management and public services, and safeguarding citizens' rights according to law, and strive to achieve about/kloc-0.3 million agricultural migrants and other permanent residents to settle in cities and towns in Guangdong Province.
(2) Basic principles. Adhere to the active and prudent, people-oriented, respect the residents' willingness to settle down independently, and steadily promote the settlement of agricultural transfer population in cities and towns; Adhere to classified management and orderly migration, and rationally adjust the population structure between urban and rural areas and between cities; Adhere to overall planning and overall layout, and strive to improve relevant supporting systems and policies; Adhere to local conditions, classified guidance, overall consideration of regional economic and social development and urban comprehensive carrying capacity, and implement differentiated household registration policies.
Second, further adjust the household registration policy.
(3) Fully liberalize restrictions on established towns and small cities. Except Guangzhou, Shenzhen, Zhuhai, Foshan, Dongguan and Zhongshan, people who have legally stable residences (including lease, the same below) in county-level cities, resident towns of county-level people's governments and other established towns, themselves and their spouses, minor children and parents who live together can apply for registration of permanent residence locally.
(4) Orderly release the restrictions on the settlement of some prefecture-level cities. In Heyuan, Shaoguan, Meizhou, Shanwei, Yangjiang, Zhaoqing, Qingyuan, Chaozhou, Yunfu and other small and medium-sized cities, people who have been legally and stably employed for three years and legally and stably lived, and have participated in social insurance for three years in accordance with relevant regulations, themselves, their spouses, minor children, parents, etc. , you can apply for registration of permanent residence in the local area, and the restrictions on employment years and participation in social insurance can be appropriately relaxed in cities with less comprehensive pressure. Shantou, Huizhou, Jiangmen, Zhanjiang, Maoming and Jieyang, whose urban population has reached the scale of big cities or above, shall be implemented with reference to the above-mentioned urban settlement policy.
(5) Gradually adjust the household policies of some cities in the Pearl River Delta. Persons who have been legally and stably employed in Zhuhai, Foshan, Dongguan and Zhongshan for five years and have legally and stably resided and participated in social insurance for five years, themselves, their spouses, minor children, parents, etc. , you can apply for registration of permanent residence in the local area. Among them, Zhuhai can appropriately control the pace of settlement according to the characteristics of population development in special economic zones, and make stricter provisions on the scope and conditions of legally stable employment and legally stable residence. It is necessary to further lower the entry threshold, smooth the channels for entering households, expand the scale of points entering households, and protect the legitimate rights and interests of qualified personnel.
(6) Strictly control the population size of megacities. Guangzhou and Shenzhen should speed up the adjustment of population structure according to their comprehensive carrying capacity and the needs of economic and social development, and strive to attract all kinds of professionals urgently needed for local economic and social development to settle down. In accordance with the principles of total control, openness and transparency, fairness and justice, people who meet the prescribed standards and conditions are allowed to apply for permanent residence in the local area.
Third, innovate population management.
(seven) to establish a unified household registration system in urban and rural areas. Cancel the nature division of agricultural, non-agricultural and other household registration in the whole province, register it as a Guangdong household registration, and implement unified registration management of urban and rural household registration, which truly reflects the population registration management function of the household registration system. Accelerate the establishment of social service systems such as education, health and family planning, employment, social security, housing, civil affairs, land and population planning that are compatible with the unified household registration system in urban and rural areas, and realize the close integration and overall promotion of the household registration system reform.
(eight) improve the residence permit points management system. Take the residence permit as the carrier, improve the policy of integrating points into households, and establish and improve the basic public service provision mechanism linked to the number of years of residence and participation in social insurance. Holders of residence permits can enjoy basic public education, basic medical care, employment support, housing security, social welfare, social assistance, public culture, family planning and other services step by step through points. Holders of residence permits shall, in accordance with the principle of equal rights and responsibilities, conscientiously fulfill their civic obligations stipulated in military service and participation in militia organizations and local laws and regulations. Actively expand the social application function of residence permit, and constantly expand the scope of providing public services to residence permit holders.
(nine) to strengthen the construction of population basic information platform. Establish and improve the basic population information database covering the actual population of the province, with the citizenship number as the unique identifier and the basic population information as the benchmark. Relying on the provincial government information resources sharing platform, we will integrate the population information resources of relevant departments, establish a provincial population comprehensive information service management platform, and classify and improve information systems such as labor and employment, education, income, social security, real estate, credit, health and family planning, taxation, marriage and nationality, and gradually realize cross-level, cross-departmental and cross-regional information integration and sharing.
(ten) to strengthen the application of population information management. Establish and improve the actual resident population registration system, improve the dynamic population collection and update mechanism, comprehensively and accurately grasp the population size, personnel structure, regional distribution, etc., and improve the collection rate and accuracy of basic population information. Grasp the population changes in real time, strengthen the statistical analysis of population data, and provide reference for government decision-making.
Fourth, effectively solve the key problems in household registration migration.
(eleven) give priority to solving the problem of floating population stock. All localities should focus on solving the problem of people who have been in the city for a long time, have strong employability, can adapt to the industrial transformation and upgrading and the market competition environment, and have been engaged in special hard industries for a long time. It is necessary to further relax the conditions for setting up collective accounts, allow qualified personnel to settle with relatives and friends who have settled in the local area, and solve the problem of floating population settlement in various ways.
(twelve) let go of immediate family members to take refuge. In addition to Guangzhou and Shenzhen, other cities have further liberalized the mutual trust between immediate family members (husband and wife, minor children and parents) who live together, and are not limited by conditions such as marriage age and age. They can move to registered permanent residence with valid certificates and supporting materials.
(thirteen) relax the conditions for graduates with college education or above (including college education) and skilled talents and special professionals to enter the household. Graduates with college education or above, as well as intermediate skilled personnel and special professionals recognized by the relevant departments at the prefecture level and listed on the market, can settle in other cities except Guangzhou and Shenzhen. If the place of residence is inconsistent with the actual place of residence, you can move into the actual place of residence. Guangzhou and Shenzhen should further study and relax the settlement policy for college graduates, skilled talents and special professionals.
Five, effectively protect the legitimate rights and interests of agricultural transfer population and other permanent residents.
(fourteen) improve the rural property rights system. Accelerate the registration and certification of rural land contractual management rights in our province, and protect farmers' land contractual management rights and homestead use rights according to law. In accordance with the unified arrangements of the state, we will promote the reform of the property rights system of rural collective economic organizations and protect the collective property rights and income distribution rights of members of collective economic organizations. Adhere to the principle of legality, voluntariness and compensation, and guide the agricultural transfer population to orderly transfer the contracted land management right. At this stage, it is not allowed to take back the contracted management right of land, the right to use homestead and the right to distribute collective income as the conditions for farmers to settle in cities.
(fifteen) actively promote the balanced and coordinated development of urban and rural education. Further increase investment in education and effectively protect the right to education of new urban residents. We will improve the funding guarantee mechanism for compulsory education, formulate incentive policies to attract high-quality teachers to teach in rural schools, improve the quality of teaching, promote the balanced and standardized development of compulsory education, and ensure the equal right of school-age children and adolescents to receive compulsory education. Establish a multi-input mechanism for non-compulsory education, speed up the development of continuing education and vocational training, meet the diversified learning needs of new urban residents to the greatest extent, and strengthen rural-oriented vocational education and training.
(sixteen) to establish and improve the social security system covering urban and rural areas and benefiting the whole people. Establish and improve the unified urban and rural human resources market and employment and entrepreneurship management system, improve the human resources information network system, and provide employment and entrepreneurship services and employment assistance for rural laborers and newly settled urban laborers. Strengthen the skills training of rural workers and improve their ability to transfer employment. We will improve various social security systems in urban and rural areas, establish a unified basic old-age insurance system for urban and rural residents, further improve the basic medical insurance system for urban and rural residents, and do a good job in the transfer of medical insurance relations and instant settlement services for medical treatment in different places. Improve the social assistance system with the minimum living security system as the core, and realize the coordinated development of urban and rural social assistance.
(seventeen) to speed up the unification of urban and rural residents' health and family planning service system. Incorporate the province's agricultural floating population and other permanent residents into the community health and family planning service system, provide basic medical and health services, and accelerate the implementation of a unified medical assistance system in urban and rural areas. Building a family planning service information network covering the actual population.
(eighteen) to speed up the reform of housing security system. In-depth analysis of the housing needs of local agricultural transfer population and other permanent residents, strengthen the urban security of housing construction plan, and gradually bring migrant workers with stable employment into the urban housing security system. Increase the construction of affordable housing, raise housing through multiple channels, and strive to solve the housing difficulties of newly settled low-income families. Explore and improve the housing provident fund system for urban and rural residents, and give full play to the role of housing provident fund in supporting housing consumption of urban and rural residents.
(nineteen) to strengthen the financial security of basic public services. Actively explore the establishment of a linkage mechanism between financial transfer payment and urbanization of agricultural transfer population. We will improve the public finance system that promotes the equalization of basic public services, gradually straighten out the relationship between power and responsibility, and establish a system in which the power of affairs is compatible with the responsibility of expenditure. Provinces, cities and counties will assume corresponding expenditure responsibilities according to the division of powers.
Sixth, strengthen organizational leadership.

All localities should establish a coordination mechanism for household registration reform, coordinate and lead the reform of household registration system, and formulate specific implementation measures to promote the reform of local household registration system in light of actual conditions. Provincial Public Security Department, Development and Reform Commission, Education Department, Civil Affairs Department, Finance Department, Human Resources and Social Security Department, Land and Resources Department, Housing and Urban-Rural Construction Department, Agriculture Department, Health and Family Planning Commission and other departments should pay close attention to formulating relevant supporting policies and measures. The Provincial Public Security Department shall, jointly with relevant departments, strengthen overall coordination, follow-up evaluation, supervision and guidance, conscientiously do a good job in connecting new and old policies and measures, grasp the transition period, and implement various reform tasks in a standardized and orderly manner.
(twenty-one) to strengthen publicity and guidance. The reform of household registration system has strong policy and high social concern. All localities, relevant departments and news organizations should adhere to the correct direction of public opinion, comprehensively and accurately interpret the relevant policies of the central and provincial governments, timely summarize and vigorously publicize the good experiences and practices of all localities in solving practical problems of the masses and safeguarding their legitimate rights and interests, reasonably guide the expectations of the masses, actively respond to social concerns, and form a good social atmosphere for promoting reform. The specific operational implementation measures introduced by various localities should be announced to the public in a timely manner and take the initiative to accept supervision by the masses.
