Operators who provide conditions for the dissemination of obscene and pornographic information, such as telecom operation services, network access services, advertising services and charging services, shall be investigated for relevant criminal administrative responsibilities according to law. From the date of this announcement, those who produce and disseminate obscene pornographic information will be severely punished in accordance with relevant laws and regulations.
Third, strictly implement the main responsibility of Internet enterprises. Internet sites, basic telecom operators and network access service enterprises immediately carry out self-examination and self-correction, take the initiative to clean up online obscene pornographic information or links, strictly implement the information security management system, improve the content review and control mechanism, formulate and apply technical measures to prevent the dissemination of obscene pornographic information, and must not provide conditions and channels for the dissemination of obscene pornographic information.
Fourth, seriously investigate the responsibility for dereliction of duty. If the production and dissemination of obscene and pornographic information is neglected and causes adverse social impact, the relevant industry supervision departments and administrative licensing examination and approval or filing departments shall be seriously investigated for dereliction of duty in accordance with relevant management responsibilities. For basic telecom operators and Internet information service enterprises that violate laws and regulations, the legal representatives and responsible persons shall be seriously investigated according to law.
