Article 12? Ships sailing internationally must be inspected by the competent authorities when entering or leaving the port of People's Republic of China (PRC). Domestic sailing vessels of this nationality must apply for entry and exit visas when entering and leaving the port.
Thirteenth foreign ships entering and leaving the port of People's Republic of China (PRC), sailing in the port, moving and berthing at mooring points and loading and unloading stations outside the port must be piloted by the competent authority.

Article 19 Under any of the following circumstances, the competent authority has the right to prohibit vessels and installations from leaving Hong Kong, or to suspend, divert or stop their operations:
Article 20? The above-water and underwater construction in coastal waters and the delineation of corresponding safe operation areas must be reported to the competent authorities for approval and announcement. Irrelevant ships are not allowed to enter the safe operation area. The construction unit shall not expand the scope of the safe operation area without authorization.
The use of coastline or underwater construction, including overhead construction, in the port area must also be reported to the competent authority for examination and approval.
Article 21? The delineation of the no-fly zone in coastal waters must be approved by the State Council or? Approved by the competent authority. However, the designation of a no-fly zone due to military needs may be approved by the competent military department of the state.
The no-fly zone is declared by the competent authority.
Article 22? Without the approval of the competent authority, it is not allowed to sail in the port area or anchorage. Set up or build facilities or conduct other activities that hinder navigation safety on roads, dense navigation areas and routes announced by the competent authorities.
The competent department has the right to order the owners of facilities set up or built without authorization in the above areas to move or dismantle them within a time limit.
Article 23? Damage to navigation AIDS and navigation facilities is prohibited. Damage to navigation AIDS? Signs or navigation facilities shall be reported to the competent authority immediately and shall be liable for compensation.
