I. Current situation and problems

(A) Analysis of the status quo of network and hardware

At present, the Shanghai Municipal Bureau of Justice and related subordinate units have not yet formed a unified computer network system. There is no other network that can use direct communication except that some units dial the 30B+D line on the dial-up server of the city information center through Modem or ISDN. Due to the dial-up cost and speed limitation, the data transmission between subordinate units and the municipal bureau can not guarantee real-time and efficient. In addition, because the subordinate units do not have any network access means and equipment, the current data transmission can only be reported in one direction, and the business office of the Municipal Bureau of Justice cannot actively call and query the data of the subordinate units.

Within the Municipal Bureau of Justice, there are now three independent networks: office intranet, official network and Internet extranet. Among them, the office intranet and the official network are classified networks, and the Internet extranet is not classified. According to the requirements of the Security Bureau, these three networks need to be physically isolated. The office intranet and the Internet extranet are physically separated by a security isolation card certified by the Security Bureau. The official network is completely independent, with independent wiring and completely physically isolated from the other two networks. Among the three networks, the office intranet has the highest efficiency, the widest application and the closest working relationship. At present, all the internal office staff of the Municipal Bureau of Justice have been basically connected to the office intranet. In addition, there are five websites hosted by the Municipal Bureau of Justice and maintained by others. Mainly: Oriental Lawyer Network, 148 Network and Legal Talent Exchange Network are maintained by Shi Sheng Rainbow; The portal of judicial administration system and the rule of law network in the East are maintained by the East.

At the end of 2004, the Municipal Bureau of Justice carried out substantial transformation and optimization of the existing central computer room. We purchased and installed high-performance Cisco6506 core switch, HP rx5670 database server (with ORACLE database installed), 3 HP application servers, network firewall, intrusion detection and other network equipment, and reformed the original shielded computer room, which has reached the national B-class standard after testing. Basically, a high efficiency, flexible use, convenient maintenance, easy expansion, safe and reliable host system has been built, which has strong processing capacity and is the data center of the whole judicial administrative system.

(B) Analysis of the current situation of application software system

At present, the application software has not formed a complete system, which can be roughly divided into three parts: office automation system, judicial business system and website system.

1, office automation system

1999, using Notes/Domino development technology and B/S structure, the office automation system of the municipal bureau was developed. After more than two years of operation, 20 of the 36 functional modules have been put into use, among which modules such as mail system, document flow, notification, work log, information briefing and weekly arrangement are used frequently. At present, the 16 module has not been used, so it is necessary to create an environment in the new system to make full use of the functions of the administrative office management system. A considerable number of modules of the original OA system have not been put into use for various reasons, and some modules are only used occasionally or partially, and the overall operation effect is average. But at the same time put into use modules (mail system, document circulation, notification, work log, information briefing, weekly arrangement, etc.). ) has become an indispensable part of the work of all offices (departments), and OA reform must be fully considered. On the one hand, we should respect the function settings and operating habits of the existing system, on the other hand, we should seamlessly transplant the data from the original system to the new system.

By the end of 2004, the office automation transformation of the Municipal Bureau of Justice was basically completed. The whole system adopts distributed architecture, which can be popularized and implemented in judicial units in the city. Functionally, the whole system public information system (information portal) is separated from the office automation system. On this basis, the Municipal Bureau of Justice will further improve its functions and add application modules such as personnel and labor management system, letters and visits management system, file management system and news, film and television management system to realize the integration of office and application. At the same time, considering the data sharing of each system, the statistical report information of business system can be accessed in OA system.

2, judicial administrative work business application system

The business scope of the Municipal Bureau of Justice involves prisons, reeducation through labor, lawyers, notaries, grassroots legal services, legal aid, judicial expertise and other fields. The prison bureau and the reeducation-through-labor bureau are relatively independent, and they have carried out information construction for their respective businesses. In addition to prisons and labor camps, the Shanghai Bureau of Justice has also developed some information systems for different businesses:

(1) lawyer information management system. It was put into use in September 2002, and can be used for the management of annual inspection, registration and application for practicing license of lawyers. However, the depth and breadth of the current use are not enough.

(2) Information management system of grassroots people's mediation. Mainly manage grassroots personnel mediation institutions and business reports. In June 2003, the Municipal Bureau of Justice and four pilot units in counties and streets were put into operation, and the promotion of all counties and streets in the city was completed by the end of 2004.

(3) Information management system for resettlement and education of released prisoners. It mainly carries out electronic and network management on the resettlement and education of released prisoners. At present, it has been basically developed and is ready to enter the trial operation and promotion stage.

(four) the judicial examination registration system. At present, it has been put into use, and the whole process of judicial examination registration can be completed by relying on this system.

(5) notarization business processing system. At present, it has been extended to most notary offices in the city, mainly used for notarization business in notary offices. The system adopts C/S (Client/Server), and its design idea and technology are outdated, so it needs technical development and version upgrade.

(5) Management system of community prisoners. To manage the basic information of community prisoners (community corrections personnel). The system adopts C/S structure, runs on a single machine and is universal.

(6) Credit information system of legal service industry. The credit information system of legal service industry mainly aims at the credit management of lawyers, notaries and grassroots legal service workers. A credit file inquiry system can be developed to provide credit information to leaders at all levels and the public under the permission of authority and classification.

(7) Geographic Information System. In view of all judicial administrative institutions, relevant personnel and business conditions, multi-layer display is carried out on map data. At the end of 2004, the extranet system was completed, and the working institutions, service personnel and related contents of the judicial administrative system were made public. Intranet management system is under development.

(8) Judicial expertise management information system. Judicial expertise management information system mainly includes case management system, organization management system, consultation and petition processing system, expert database system, information exchange system and so on. In 2004, the development work was basically completed and the trial operation was carried out.

(C) Analysis of the current situation of extranet website system

At present, the website resources of the system are rich but messy, each website belongs to different units and departments, and the use efficiency of website resources is low. The authority of the judicial administration portal website needs to be improved and confirmed. The websites of the Municipal Bureau of Justice are all hosted outside, among which Dongfang Lawyer Network, 148 Network and Legal Talent Exchange Network are maintained by Shi Sheng Rainbow; The portal of judicial administration system and the rule of law network in the East are maintained by the East. The official website is maintained by the Municipal Bureau of Justice.

The biggest problem of website system is unified information release. Each website can be relatively independent and have its own characteristics, but the information content is closely related to judicial business system, administrative examination and approval system and office automation system. At present, there is no unified information publishing platform, and the information published to various websites depends entirely on manual work. On the one hand, the amount of maintenance is large, and repeated input is released seriously. On the other hand, it also increases the possibility of information error, which is easy to cause information leakage due to the lack of authority control in the publishing scope. In addition, the website still lacks security mechanisms, such as anti-attack, disaster tolerance, web page signature and other security measures are not considered.

(d) Analyze the current situation of accessing the municipal official network.

In 2004, the Municipal Bureau of Justice connected with official website, and the official website Management Center distributed some necessary equipment, such as CISICO 2950, Hisense Firewall 1 HP RP2470 WEB server. However, there are still few application projects, and only the website application of official website, the municipal judicial bureau, has been established, with little information and slow maintenance and update frequency. There are no clients accessing the application software system in the 40 access application points of the Municipal Bureau of Justice. At the same time, the Municipal Bureau of Justice and the Municipal Prison Administration, Reeducation through Labor Bureau, directly affiliated units and district and county judicial bureaus have not been networked.

The municipal prison bureau and the municipal reeducation-through-labor bureau have been connected to the municipal official network, and some points have been connected to the application. In 2002, the Municipal Prison Bureau completed the transformation of the local area network and built a metropolitan area network covering the prisons under its jurisdiction. It uses Cisco 6506 multi-layer switch as the switching core, establishes the international mainstream gigabit backbone and 100 megabit desktop network, and directly connects with the prison through special telecommunication lines to transmit business data and audio and video signals. The Municipal Reeducation-through-labor Bureau has built a metropolitan area network (MAN) including all reeducation-through-labor institutions by means of special telecommunication lines, and connected with the local area network of the bureau through encryption machines, and developed the application of multiple business management systems, realizing real-time data transmission and * * * enjoyment. The current situation of informatization construction of directly affiliated units and district and county judicial bureaus can be roughly divided into three levels.

At the first level, the local area network (LAN) within the organization is built, and the official network is networked, and some units have application systems running on the network. Such units are relatively few in the judicial administrative system, accounting for less than 10%. For example, the Judicial Bureau of Pudong New Area has built an internal LAN and connected with the district government, and initially realized the information application system of "four networks, one school and one platform".

On the second level, some local area networks have been established, but they are not connected to official networks. Some official networks have been put in place, but some local area networks have not been established, and some unit networks have been established, but the related business application information systems have not kept up, and there is a lack of information and data accumulation. In the judicial administrative system, secondary units mostly account for about 80%. /kloc-out of 0/9 district and county judicial bureaus, only 7 units have official network access points, accounting for 37%, and 9 units have internal local area networks, accounting for 47%. Among the district and county judicial bureaus that have built local area networks, only five units have considered the problem of internal and external network isolation, and the proportion is even lower, accounting for only 26%. As for the operation and use of business application systems, the situation is even worse. Through the investigation in the second half of last year, we learned that except for prisons, reeducation through labor and a few district and county judicial bureaus, most units only have some software such as cadre personnel and financial salary operation.

The third level, accounting for about 10%, is relatively backward. The local area network (LAN) within the organization has not been built, and there is no connection with the official network. The internal office basically stays in the single-machine working mode.

Through the analysis of the current situation of network hardware and application software, we can summarize the main problems existing in the system, which is also an urgent problem to be solved in the informatization construction of the Municipal Bureau of Justice:

-Because the Municipal Bureau of Justice and its related subordinate units have not formed a safe, unified, stable, reliable, fast and dedicated computer network system, and different information systems are isolated from each other, all units cannot enjoy data, instant messaging and data interaction.

-The design concepts, development technologies, interface standards and databases used by various application systems are inconsistent, data cannot be completely shared, and information islands are serious.

-Low application level and one-way information exchange. Most applications stay on the realization of simple office automation, lacking comprehensive, effective and in-depth analysis and decision support. The one-way communication of data makes it impossible to fully enjoy the data in a real sense, which greatly reduces the application efficiency of information systems.

-Decentralized, without overall planning. Many scattered small systems developed by different units make the judicial system have no overall and coherent information construction policy. On the one hand, this situation has caused low-level redundant construction, on the other hand, it has also increased the difficulty and cost of system integration and upgrading.

-management is difficult. The developers of each system are uneven, lack of unified management and coordination, and there is no overall control integrator, which brings great management problems to the development, implementation, training and maintenance of the system.

-Security risks. The system rarely considers security measures, and there are serious security risks in hardware network, system software, application programs and business data.

Second, the main measures and countermeasures

(a) around the goal, step by step.

Through a large number of investigations and studies, we have a comprehensive understanding of the situation and needs of the informatization construction of various units in the judicial administrative system, and put forward the overall concept of the informatization construction of the judicial administrative system, that is, "using advanced concepts and technologies in the field of informatization to establish a safe, advanced, efficient, practical and extensible judicial administrative e-government system, and basically realize the digitalization of information resources, networking of information transmission and intensive application of information technology." The completed network will basically realize two-way communication, interactive communication and decision-making of data application; In terms of design technology, the initiative and analysis of information data collection, the portability and expansibility of software, and the standardization and openness of interface make the informatization construction of our judicial administrative system at the leading level of Shanghai party and government system.

Around the overall goal, we must follow the principle of "unified planning and step-by-step implementation" and fully embody the construction policy of "highlighting key points first, gradually popularizing and tapping potential". It is planned to promote the system informatization construction project in three stages in three years.

The first stage: mainly connect the backbone network of the system and do a good job in infrastructure construction.

The first is to build a backbone network of judicial administration business. The network of the system is divided into three levels. The first-level network is the intranet of the Municipal Bureau of Justice, the second-level network includes the intranet of the municipal prison administration, the municipal reeducation-through-labor bureau, the municipal legal management cadre college, the district and county judicial bureaus and other units directly under the Municipal Bureau, and the third-level network includes the intranet or terminals of prisons, reeducation-through-labor centers and judicial offices. In the first stage, while the primary network is upgraded and expanded, the backbone network of Shanghai judicial administration system is built, that is, the secondary network connection of municipal judicial bureau, prison bureau, reeducation-through-labor bureau, management college, district and county judicial bureaus and their subordinate units is realized through the official network, which lays the foundation for online data transmission and information sharing of the system.

The second is to establish a video teleconference system based on the judicial administrative backbone network. To realize the video conference system between the Municipal Bureau of Justice and the Municipal Bureau of Prison Administration, the Municipal Bureau of Reeducation through Labor, and the Municipal College of Legal Management Cadre. First, establish a video conference system with other bureaus and district and county judicial bureaus, so that the bureau system can form instant video conference capabilities.

Third, the establishment of judicial administrative geographic information system (GIS). The geographic information and other related business information of judicial administrative institutions are intuitively and vividly reflected on the electronic map, which creates conditions for cooperation and linkage within the judicial administrative system and lays the foundation for the development of the judicial administrative command and management system in the next stage.

The fourth is to establish a credit information system for the legal service industry. Develop the application software of credit information system in legal service industry, realize the digitalization and networking of credit information of legal service institutions and employees, quickly and fully reflect the influence of rewards and punishments and other information on credit rating, and build a channel for the masses to express bad reviews and praises.

The fifth is to realize online acceptance of administrative examination and approval items. The online administrative examination and approval application software of our bureau is developed in two phases. In the first stage, the four functions of online administrative examination and approval are realized: form download, online acceptance, status inquiry and result announcement. The second step is to realize online processing with district and county bureaus.

Sixth, gradually establish and improve the judicial administrative business management application system. Efforts will be made to complete the upgrading, revision, promotion and operation of the judicial administrative business management application software such as the grass-roots people's mediation management information system and the post-release personnel resettlement management information system.

The seventh is to establish a judicial expertise management system. On the basis of establishing the basic database of experts' basic information, appraisal experience and skills, the information processing of business processes such as appraisal application, acceptance, project establishment, appraisal processing, appraisal result summary and appraisal applicant feedback can be realized.

The eighth is to upgrade the administrative office management system of the Municipal Bureau of Justice. Rebuild and tap the potential of the existing office automation system, add new functions on the basis of relying on and utilizing the functions of the existing system, realize the integration of office and management, and make new breakthroughs in the existing working methods, efficiency, order and quality.

The second stage: mainly promote the comprehensive networking of systems and build a data sharing platform.

First, continue to deepen the networking project of the judicial administrative system. Strive to connect prisons, reeducation-through-labor centers, township street judicial offices and notary offices through official networks, and initially realize the comprehensive networking of the judicial administrative system.

The second is to integrate the information resources of the major data centers of this system (the data center of the Municipal Bureau of Justice, the data center of the Municipal Prison Bureau, the data center of the Municipal Reeducation through Labor Bureau, and the data center of the Municipal Correction Office). Using the concept of network service, strengthen two-way and comprehensive information exchange, deepen the complete online communication and information sharing of this system, and further improve the overall work efficiency.

The third is to realize the whole process of administrative examination and approval online. On the basis of online acceptance of administrative examination and approval items in the first stage of judicial administrative system, application software development will be further implemented to realize online acceptance and handling of administrative examination and approval items in the whole process. The approval process will automatically flow at all nodes through the network, and the approval data will be shared among relevant departments.

The fourth is to establish and improve the notarization management system. On the basis of the normal operation of the notary offices, the notary management information system realizes the online management and supervision of the judicial administrative business network to the notary offices, fully enjoys the business information of the notarization business in this city, and realizes the ability of online wrong certificate inquiry and mortgage registration inquiry.

The fifth is to establish a dynamic tracking management system for community prisoners (community correction). Through the comprehensive networking of judicial bureau, prison, reeducation through labor and related community correction institutions, the dynamic tracking record of community prisoners can be realized. On the basis of fully grasping the latest data of the object, make corresponding disposal in time.

The sixth is to establish a legal aid management system. Through the comprehensive networking of the city's legal aid centers, we can grasp the application and handling of legal aid cases in the city in real time, extract and analyze relevant work data efficiently, and realize information sharing with legal service institutions and legal publicity departments.

The seventh is to establish the information management database of the judicial administrative system and the main business work of various teams (government officials, prison reeducation-through-labor police, faculty and staff of colleges and universities, legal service practitioners, etc.). ). Realize the online query of data and some information in the system, and provide data support for the establishment of credit information system of legal service industry and the online handling of administrative examination and approval items.

The third stage: mainly around the vertical to horizontal network, tap the potential in depth to improve efficiency.

The first is to establish a comprehensive management information base of the judicial administrative system. Improve all kinds of business application systems and administrative office systems, form a strong comprehensive processing ability of judicial administrative business through real-time information transmission and centralized data processing, and realize automation of business handling, networking of foreign services and intelligence of statistical analysis.

The third is to develop a public service relationship management system.
