The qualification grades and standards of Ningxia construction engineering quality inspection institutions are attached to the Detailed Rules for the Implementation of Ningxia Construction Engineering Quality Inspection Management. The following is the full text of qualification classification and standards of Ningxia construction engineering quality inspection institutions:

I. Qualification criteria

The qualification of construction engineering quality inspection institutions in our district is divided into three categories: witness sampling inspection, special inspection and comprehensive inspection. The specific criteria are as follows:

(A) the basic conditions for the construction of engineering testing institutions

1, with a registered capital of not less than 1 10,000 yuan and a net asset of not less than 800,000 yuan;

2. The testing items corresponding to the application for testing qualification shall pass the metrological certification; Having instruments and equipment that meet the requirements of testing work, among which the measuring instruments subject to compulsory verification shall be qualified through metrological verification;

3. Professional and technical personnel with experience in quality inspection, construction, supervision or design have been engaged in inspection projects corresponding to the applied inspection qualifications for more than 2 years, received relevant inspection technical training, and have corresponding special inspection post certificates. There are not less than 10 full-time inspectors, including not less than 3 intermediate titles and not less than 1 person;

4. The legal representative or the person in charge of the institution shall have the technical title of intermediate or above in construction engineering and similar majors, and have more than 3 years working experience in laboratory or project construction management; The technical director has a senior technical title, and has more than 5 years working experience in construction engineering and similar professional laboratories; The person in charge of quality and the authorized signatory have intermediate titles in construction engineering and similar majors, and have more than 5 years of laboratory work experience in related majors;

5. The age of the inspector specified in these conditions shall be within the legal working years of the country; For professional managers with senior technical titles in construction engineering and similar majors and more than 0/0 years of laboratory work and management experience in related majors, the age can be relaxed to 65;

6. The testing organization has feasible management system and quality control measures, has effective testing technical standards and procedures and a perfect file management system, and can effectively implement the owner's various systems; There is a special person to manage computer software and data acquisition and input information system.

(two) the following special testing institutions shall meet the following conditions in addition to the above basic conditions:

1, witness sampling inspection of construction project

There shall be no less than 15 professional technicians, including no less than 12 full-time technicians, and no less than 3 people with intermediate titles or above;

There are fixed offices and test sites of more than 400 square meters, of which the laboratory area is not less than 300 square meters and the standard curing room area is not less than 30 square meters;

2, building foundation engineering testing

Registered geotechnical engineer 1 person, with no less than 3 testing technicians with post certificate of high strain dynamic testing of pile foundation;

To apply for the qualification of building foundation deformation monitoring, on the basis of the special qualification conditions for building foundation engineering testing, there shall be no less than 1 person for senior engineers in geotechnical engineering or construction engineering and no less than 2 professional engineers in construction engineering, who shall be trained and awarded by China Construction Education Association. (2) Building energy efficiency (including building door and window inspection and building equipment installation inspection): There shall be no less than 5 technicians with intermediate titles or above in HVAC, building electricity and building materials related majors who have been engaged in building energy efficiency inspection for more than 2 years, including no less than 1 person for senior engineers; Technical personnel in the fields of civil engineering, heating and ventilating, building electricity, etc. Must have more than 2 years of testing experience, the technical director must have a senior professional title in HVAC, building electricity, building materials or related majors, and have more than 3 years of experience in building energy conservation;

5, building steel structure engineering inspection

There are not less than 4 professional technicians who have been engaged in mechanical connection detection of steel structures and deformation detection of steel grid structures for more than 3 years and have intermediate titles or above, of which 1 has the qualification of second-class registered structural engineer and 1 has senior technical titles. There shall be no less than 3 persons holding NDT Grade II certificate, among which there shall be no less than 1 person holding NDT Grade III certificate;

6, construction engineering indoor environment detection

No less than 1 person for chemical engineers, and no less than 2 engineers with intermediate titles or above in civil engineering and related majors;

It has a fixed office and test site of more than 150 square meters, in which the laboratory area is not less than 150 square meters;

7, building intelligent system engineering quality inspection

Engaged in building intelligent system engineering quality inspection work for more than 3 years and have intermediate titles of professional and technical personnel not less than 3, including electrical engineering senior engineer not less than 0.

Having a fixed office and test site of more than 200 square meters;

8, the construction site special equipment testing

Among the professional and technical personnel, no less than 2 have been engaged in the inspection of special equipment on the construction site for more than 3 years, and no less than 1 person has the qualification of senior engineer in construction machinery or industrial and civil construction.

9, municipal engineering materials testing

10, building engineering reliability appraisal

It has the qualification of witness sampling inspection of building engineering materials, foundation inspection of building foundation, on-site inspection of building main structure engineering and inspection of building steel structure engineering;

Registered geotechnical engineer 1 person, 3 first-class registered structural engineers, and other technical personnel shall meet the requirements of the above four special qualification standards respectively;

Having a fixed office and test site with an area of 1000 square meters or more, in which the laboratory area is not less than 800 square meters;

(three) to apply for additional qualifications, on the basis of meeting the requirements of the main qualification standards, each additional qualification shall meet the following conditions:

1, the registered capital and net assets shall be increased by 60% of the registered capital and net assets of the corresponding special inspection according to the application;

2. The increased test site area should be consistent with the laboratory area of the application for increasing the project;

3. The number of professional and technical personnel applying for each special project shall be no less than 6 (no less than 6 professional and technical personnel who have been tested and trained in additional projects);

4. Each special test item applied as an additional item shall be the whole content of the special test sub-item.

(4) Basic conditions for comprehensive testing institutions of construction projects

1, with a registered capital of not less than100000 yuan and a net asset of not less than 7 million yuan;

2. The testing items corresponding to the application for testing qualification shall be certified and recognized by the national laboratory; Instruments and equipment required for seven or more special inspections, such as building engineering materials (witness sampling inspection), building main structure engineering, building steel structure engineering, building curtain wall engineering, building indoor environment engineering, building intelligent system engineering and building energy-saving engineering. , in which the compulsory verification of measuring instruments shall pass the metrological verification;

3, with more than 2500 square meters of fixed offices, inspection sites, including laboratory area of not less than 2000 square meters, standard curing room, sample conditioning room area of not less than 80 square meters;
