Third, the electric power development plan
According to the resource situation, power supply structure and layout, environmental protection and other conditions in Hainan Province, combined with the development characteristics of networking projects and Hainan power grid, power supply planning and construction should follow the following main principles:
1, give full play to the advantages of resources and focus on the development of gas and electricity;
2. Optimize the power supply structure and give priority to the construction of peak-shaving FM power plants;
3. Strive for policy support and properly build coal-fired power;
4. Accelerate the construction of power supply to meet the growing demand and promote the delivery of "gas and electricity".
1. Power supply construction projects during the 11th Five-Year Plan period:
(1) the first phase project of eight power plants (700,000 kilowatts): it is planned to start construction in 2005 and be completed and put into operation in 2006. The annual power generation is 3.3 billion kWh (including combined cycle generator sets), and the annual gas consumption is about 1 1 100 million cubic meters.
The planned capacity of eight gas-fired power plants is 6.5438+0.4 million kilowatts, and the installed capacity of the first phase project is 743.6 million kilowatts, and each unit is (2×12.5+1x1218) million kilowatts. The project has been prepared for a long time, and has completed the preliminary work such as project establishment, land acquisition, feasibility study review and access system review, and basically has the conditions for commencement. The gas source of the power plant has not been determined yet, and it should be Ledong gas field.
(2) Nanshan Power Plant Phase II Project (300,000 kW gas and combined cycle generator set); It is planned to start construction in 2006 and be completed and put into operation in 2007. Annual power generation1300 million kwh (including combined cycle generator sets) and annual gas consumption of about 300 million cubic meters. The gas source depends on the development of new offshore gas fields.
(3) Yangpu Power Plant Phase II Project (440,000 kilowatts): It is planned to start construction in 2008 and be completed and put into operation in 2009. The annual power generation is 2.2 billion kWh (including combined cycle generator sets), and the annual gas consumption is about 700 million cubic meters. The gas source depends on the development of new offshore gas fields.
2. Hydropower construction projects
Hainan's hydropower resources have been developed by 70%, leaving only a few medium-sized hydropower projects to be developed: Gezhen in Changhua River (80,000 kilowatts), Chengpo in Wanquan River (60,000 kilowatts), Maiwan in Nandu River (90,000 kilowatts) and Gushitan in Nandu River (36,000 kilowatts).
At present, the preliminary work of Gezhen Hydropower Station and Chengpo Hydropower Station has been carried out in depth, but the economy of Chengpo Hydropower Station is not good. Gezhen Hydropower Station is a water conservancy project, supplemented by power generation. At present, the provincial government is launching Gezhen Hydropower Project, which is planned to be built and operated by Daguangba Hydropower Development Co., Ltd. as the owner, with an installed capacity of 80,000 kilowatts and an annual power generation of about1.2-1.900 million kWh.
Fourth, the power grid development planning

Power grid goal in 2005: to build a 220 kV main power grid around the island, including double circuits in the west and single circuits in the east.
(B) 20 10 target grid
By 20 10, Hainan's main grid structure will develop from a large ring network structure to a strong grid structure in the shape of "Sun" (newly built 220kV Luoji-Qionghai line). The grid structure in the north is more complicated, and the grid structure in the south is simpler. Further strengthen the power grid structure in the west and south, and build the third 220kV line in the west. The highest voltage level of the power grid in the whole province is still dominated by 220 kV, and the 500 kV power transmission and transformation project needs to be considered in combination with the power transmission and transformation project.
(C) 20 15 year target grid structure
By 20 15, the third 220kV line will be built in the south and the second 220kV line will be built in the east. We will continue to strengthen the construction of 220 kV grid structures in the northern and eastern regions, and build 220 kV lines from Qionghai and Longwan Power Plants to Qionghai and Gewan Power Plants to Wenchang. In order to meet the needs of transmission expansion of eight power plants, 500kV transmission lines from eight power plants to interconnection points were newly built.

In order to develop Hainan power grid, it is necessary to realize the interconnection between Hainan power grid and China Southern Power Grid. Realizing networking can greatly improve the safety and reliability of Hainan power grid operation, reduce the reserve capacity of Hainan power grid units, balance the surplus and deficiency of Hainan power, provide conditions for Hainan to build large-capacity generator units and gas power to go out of the island, and obtain considerable benefits of networking operation. In view of the power shortage in Hainan at the end of the Tenth Five-Year Plan, it is difficult to keep up with the pace of power supply construction. It is suggested to speed up the progress of the interconnection project and strive to realize the interconnection between Hainan and China Southern Power Grid before 2005. Hainan Electric Power Co., Ltd. put forward the idea of interconnection project at the end of 2000, and has been making efforts to conduct the preliminary demonstration of interconnection project, entrusting relevant consulting institutions and Zhongnan Electric Power Design Institute to do the preliminary feasibility study and some special studies. Hainan Electric Power Co., Ltd. recommends to choose 500kV pure AC or AC transition DC networking scheme. That is, in this project, L-loop 500 kV AC line (through 500 kV submarine AC cable) is connected to China Southern Power Grid, and the long-term networking capacity is expanded to 6.5438+0.2 million kWh, and another 500 kV AC line is added or DC transmission is changed. The initial AC networking scheme has strong adaptability and less investment, which is beneficial to the development of Hainan electric power.
