The National Tourism Administration issued the first B&B standard "Basic Requirements and Evaluation of Tourism B&B" on June 5438+ 10 this year. Three months after the implementation of the new regulations, many B&B booking platforms and B&B enterprises are actively rectifying and developing according to the standards, but the B&B chaos that plagues tourists such as safety, sound insulation and hygiene is still difficult to end. In the eyes of the tourism industry, the introduction of the B&B standard is only of reference significance at present. The next step is to introduce local standards, laws and regulations and credit evaluation system, and standardize the development of "personalized" homestays by adding "standards".
Health and safety become the biggest "slot"
Featured houses, beautiful pictures and excellent location, each homestay "looks beautiful" when booking. However, in reality, many homestay products are greatly discounted, with many problems and many complaints from tourists. In April this year, Jiangsu Consumers Association commissioned a third party to investigate the consumption situation of Jiangsu B&Bs. The survey results show that health and safety are still the primary problems that plague B&Bs experience. Over 60% of consumers are worried about the sanitary condition of B&Bs, but in fact only 19% of B&Bs' bedding is "basically clean".
Health and safety have always been a "difficult problem" for tourists who choose homestays. "I always feel that domestic homestays are more' casual' than foreign countries, and the hygiene details need to be strengthened." Wang Sisi, a veteran tourist, always books hotels in advance when traveling at home and abroad. She is not satisfied with her recent stay in Shanghai. She said B&B was old and didn't match the photo. The room was damp and even cockroaches were found. The kitchen is "stained" and she hasn't cooked these days.
"A hot spring hotel in Shunyi, Beijing looks very good, but the facilities are poor and the pots and pans are dirty." Ms. Lin, a tourist, also chose to live in a homestay when she went out. She also feels that "foreign homestays are more mature and have better sanitary conditions". She said that the sanitary conditions of homestays in many cities in China are general, unlike hotels that are small but expensive and private.
"For girls living in homestays, the most important thing is safety!" Li Xuewen, a white-collar worker, said frankly that she was "scared" when she talked about her recent hotel stay. The homestay she lives in needs to share with the landlord's family, but only the male landlord lives alone and often brings friends to the house for parties. Her room is a Japanese sliding door with paper on it and only a small sliding lock. "The privacy and security experience is very poor. Living in such a homestay can only rely on trust." She said.
"Non-standardized" homestays lack standards.
Different from hotels with standardized services, B&B just meets consumers' demand for personalized accommodation experience, and tourists' preference for "non-standardization" is an important reason for the rapid development of B&B economy.
However, according to Zhang Xiaojun, president of china tourism association B&B Hotel and Boutique Hotel Branch, B&B's "non-standardized" label is misleading. "Once the basic accommodation standards such as safety, privacy and hygiene cannot be guaranteed, where can we talk about personalization and characteristics?"
The current situation that there is no standard for domestic tourist homestays has finally come to an end recently. The first national industry standard "Basic Requirements and Evaluation of Tourism B&Bs" came into effect on June 5438+1 October1,which standardized the basic hygiene, safety and services of B&Bs. Specifically, in terms of health services, the standard requires sheets, quilt covers, pillowcases, towels, etc. The guest room should be replaced for each guest, and public goods should be disinfected for each guest; Rooms and bathrooms should have moisture-proof ventilation measures, thoroughly cleaned once a day, and public goods should be disinfected one by one.
"B&B standards are only recommended standards, not mandatory regulations, not even laws and regulations, so their effectiveness is limited, and their more role is to provide basic normative reference for industry self-discipline and autonomy of operators and service providers." Liu Simin, vice president of Tourism Branch of China Future Research Association, believes that homestays need to meet certain standards in health and safety, but it does not mean that they are totally dependent on government supervision.
Liu Simin suggested that the Internet platform can establish a perfect personal credit file registration system for landlords and tenants and a standardized personal credit evaluation mechanism by means of property and personal safety protection schemes and identity identification, so that both parties to the transaction can make a two-way choice according to the cumulative evaluation and credit rating. In addition, the formulation of industry laws and regulations should be strengthened to provide more powerful protection at the legislative level.
"Grading" may help to standardize the B&B industry.
Hotel users can refer to the star rating, which has become the driving force for hotels to standardize and improve their services. In the face of a variety of characteristic homestays, users can only select a needle in a haystack through text and picture introduction.
It is worth mentioning that in the standard of "B&B", Article 9 mentions that tourism B&B should be graded, and puts forward that "tourism B&B is divided into two grades, namely, gold B&B and silver B&B": gold B&B is a high grade and silver B&B is an ordinary grade. The higher the grade, the higher the reception facilities and service quality.
The reporter learned that the standard of "golden accommodation and silver accommodation" has not been generally implemented in China. At present, only Hubei Province has carried out the evaluation of tourist accommodation, and the first batch of Hubei Golden Accommodation and Silver Accommodation List was released in165438+1October. On the booking platforms of Tujia, Ant short rent and Piggy, some homestay products began to show a trend of classification. According to different homestay attributes, Ant short rent launched "Ant Optimization", Piggy launched "Excellent Product", and Tujia differentiated with labels such as "Mansion", "Optimization" and "Boutique".
According to the analysis of insiders, the product classification of short rent B&B has taken shape at present, and it will become a trend in the future, which means that the B&B industry is moving towards standardization and normalization. However, the grading standards in the existing policies are still vague, and the grading standards of homestays still need to be further refined.
The grading of homestays is also inseparable from the reference of local standards. The local standards for homestays in Zhejiang Province were implemented in June this year at 5438+ 10/1. It is the first homestay standard issued by the local government after the National Tourism Administration issued the homestay standard. Among them, homestays are divided into three grades: "Platinum" and "Gold and Silver", while other local versions of homestays have not yet issued detailed rules, which still has a long way to go to promote the classification of homestays.
If the implementation is not strict, it will not work.
