Recently, 22 departments including the National Health and Family Planning Commission, Publicity Department of the Communist Party of China, the Development and Reform Commission and the Ministry of Education jointly issued the Guiding Opinions on Strengthening Mental Health Services (hereinafter referred to as the Guiding Opinions). This paper is the first macro-guidance document to strengthen mental health services in China.

The Guiding Opinions require that by 2020, mental health education and mental health promotion will be widely carried out in all fields and industries, and the awareness of mental health of the whole people will be significantly improved; By 2030, the mental health service system in line with the national conditions will be basically sound, and the mental health literacy of the whole people will be generally improved.

It is understood that strengthening mental health services is currently facing many challenges. On the one hand, with the rapid development of economy and society, the number of people with abnormal psychological behavior and common mental disorders in China is increasing year by year, and the demand for mental health services is huge. On the other hand, due to the lack of policy support and guidance, the existing mental health service system is not perfect, the service capacity is insufficient, the management capacity is lagging behind, and the policies and regulations are not perfect.

By the end of 20 15, there were 27,700 licensed (assistant) psychiatrists and only 5,000 psychotherapists in China, which was still far behind countries with similar economic level. In view of the problems of few mental health service personnel and weak service ability in medical institutions, the document requires mental health professional institutions, general hospitals and primary medical and health institutions to improve their mental health service ability and popularize the application of psychological counseling and treatment technology in clinical diagnosis and treatment.

The Guiding Opinions identified several key tasks.

First, vigorously develop mental health promotion and education, promote psychological counseling and psychotherapy, and attach importance to mental health services such as psychological crisis intervention and psychological assistance.

The second is to strengthen mental health services for key groups such as professional groups, the elderly, women, children and the disabled, and attach importance to the mental health of special groups. The third is to establish and improve the mental health service system of all departments, industries and grass-roots units, encourage the cultivation of socialized mental health service institutions and strengthen the service capacity of medical institutions. Fourth, strengthen the training of mental health professionals, promote the orderly development of talents, improve the incentive mechanism and give full play to the role of industry organizations.

The Guiding Opinions also emphasize that governments at all levels should earnestly strengthen the organization and leadership of mental health services, and relevant departments should earnestly implement their responsibilities, constantly improve laws and regulations, strengthen industry supervision, strengthen scientific research, and promote the scientific, standardized and orderly development of mental health services.
