The central system of leadership decision-making is formed on the basis of decision-making power, which is mainly composed of organizational leaders at all levels and leading bodies of leading bodies with legal decision-making power.

In modern decision-making system, the central system is in the core or dominant position, and both consulting system and information system carry out activities around and under its leadership, and ultimately serve this core.

It is the leading bodies and institutions in this core position that have the final decision, while others do not.

2. Consulting system

In the leadership decision-making system, the consulting system actually refers to an organization that establishes consulting activities for the central system. In foreign countries, such institutions are called "think tanks", "think tanks" and "brain banks", while in China, such institutions are called "research rooms", "General Staff Department" and "advisory committees".

Since it is an institution, it is different from the "counselor" and "strategist" who only play an individual role. Instead, it concentrates a group of think tanks and uses collective wisdom and modern advanced scientific and technological means to become an organic part of serving the decision-making center under the leadership of the central system.

3. Information system

The information system in the leadership decision-making system is a comprehensive system based on the leadership system, which is composed of information professionals, information institutions and equipment, and information technology solutions. It takes the acquisition, processing, transmission and storage of information as its content, and provides the central and consulting systems with information needed for decision-making.

Leadership information is the basis of decision-making and consultation, and it is also the symbol of the effective operation of the whole leadership system. The so-called leadership information refers to all kinds of news, intelligence, data, etc. that reflect the leadership activities and leaders' characteristics and their development and changes.
