The Opinions on Accelerating the Development of Affordable Rental Housing issued by the General Office of the State Council on July 2 proposed that affordable rental housing should be supported by government land, taxation, finance and other policies, give full play to the role of market mechanism, guide multi-subject investment and multi-channel supply, adhere to the principle of "who invests, who owns", mainly use collectively operated construction land, idle land of enterprises and institutions, supporting land of industrial parks and idle houses in stock, and appropriately use newly supplied state-owned construction land for construction.
The "Opinions" clarify that the supply of affordable rental housing should be expanded, the structural supply shortage in the housing rental market should be alleviated, the housing system with multi-agent supply, multi-channel guarantee and simultaneous rent and purchase should be promoted, new urbanization with people as the core should be promoted, and all people should be promoted to live and live. The city people's government should find out the demand for affordable rental housing and the situation of land and housing resources, scientifically determine the construction objectives and policies and measures of affordable rental housing during the 14 th Five-Year Plan period, formulate the annual construction plan, and announce it to the public.
On the same day, the National Development and Reform Commission issued the "Notice on Further Improving the Pilot Work of Real Estate Investment Trust Funds in Infrastructure Sector" to explore pilot projects in other infrastructure sectors. Commercial real estate projects such as hotels, shopping malls and office buildings are not included in the pilot scope, and the land for the project should be non-commercial and non-residential in principle. It does not include leased housing land and a few supporting facilities such as office buildings and staff quarters that cannot be separated to ensure the normal operation of the project. At the same time, affordable rental housing will be the main pilot industry, including affordable rental housing projects in municipalities directly under the central government and big cities with net population inflow.
Reduce the burden on enterprises

According to overseas market experience, the initial development of the housing rental market will focus on giving subsidies in the land supply stage. The Opinions clearly put forward policies such as "not changing the nature of land use, not paying back the land price" and "collecting the transfer price by stages" during the period of being used as affordable rental housing to reduce the burden on enterprises. At the same time, rural collective economic organizations are encouraged to build and operate affordable rental housing through self-construction, joint venture and shareholding. "The housing leasing industry has the characteristics of large demand for funds in the early stage, long profit cycle and slow capital turnover." Zhao Ran pointed out that the opinions put forward such measures as "increasing credit support for the construction and operation of affordable rental housing, supporting banking financial institutions to provide long-term loans to the self-sustaining subjects of affordable rental housing in a market-oriented way", "supporting the issuance of bonds for the construction of affordable rental housing", "mortgaging the collective operating construction land use right for the construction of affordable rental housing" and "giving central subsidy support", which are conducive to solving the problem of long payback period of heavy asset leasing enterprises.
Standardize the leasing market
The Beijing Municipal Commission of Housing and Urban-Rural Development revealed on July 5 that in accordance with the requirements of the Notice on Regulating the Business Activities of Housing Leasing Enterprises in this Municipality jointly issued by the Beijing Municipal Commission of Housing and Urban-Rural Development and other five departments, the competent authorities will announce to the public the list of leasing intermediary enterprises with more violations of laws and regulations.
