Instructions for the use of the basic specifications of the new rural cooperative medical information system

The first database should be a relational database that conforms to the SQL language standard.
Article 2 The design of the database of the new rural cooperative medical system shall conform to the provisions of the basic data set of this specification and the requirements of collecting unified statistical reports of information (see the corresponding chapter of this specification).
Article 3 The database management system of the new rural cooperative medical system shall meet the following maintenance requirements:

Article 1 Network construction can be adapted to local conditions, but it must meet the requirements of TCP/IP protocol.
Article 2 The nationwide networking work shall be uniformly planned and implemented by the Rural Health Management Department of the Ministry of Health according to the progress of rural cooperative medical information work.
Article 3 Network wiring shall be structured, designed according to or referring to domestic, international and industrial wiring standards and specifications, and products conforming to the standards shall be installed. Network wiring design should meet the comprehensive requirements of practicality, advancement, safety, maintainability, compatibility, reliability and economy.
Article 4 Network equipment shall have good processing capacity, high availability, security and expansibility in structure and performance, and support various WAN communication protocols. At the same time, it should also have firewall, NAT, DHCP, bandwidth management and other functions.

Article 1 personal safety
1, physical equipment is safe. The security methods of physical equipment include anti-theft, access control, identity recognition, access control and other measures.
2. Computer room safety. The safety precautions of the computer room include: power supply, air conditioning, grounding, natural disaster prevention, etc.
3. Security protection of storage media. Keep the storage medium properly. The temperature and humidity of the ordinary recording media library should be the same as that of the main computer room. Other recording media should be kept in a special media library.
Article 2 electromagnetic safety
1, electromagnetic leakage protection of equipment. When strong electromagnetic interference is unavoidable, effective electromagnetic shielding measures can be taken to ensure the information security of the computer system.
2. Shielding design of computer room. When the frequency is 0. 15 ~ 1 000 MHz, the radio interference field strength of the main engine room should not be greater than 126dB. The environmental field intensity of magnetic field interference in the main engine room should not be greater than 800 a/m, and the anti-static leakage ability of the ground and workbench of the main engine room should meet the current national standard "Technical Conditions for the Raised Floor of Computer Room".
3. Electromagnetic leakage protection of communication link. The entity should be inspected regularly. In particular, file servers, optical cables (or cables), terminals and other peripherals are checked for confidentiality to prevent illegal intrusion.
4. Strengthen the protection and management of network recording media. For example, key confidential recording media should have anti-copy and information encryption measures, and abandoned disks should be destroyed by special personnel.
Article 3 Network security
1. Security protection of the border network: In order to make the firewall effective, all information entering and leaving the Internet must pass through the firewall. The firewall only allows authorized information to pass through, but the firewall itself cannot be penetrated.
2. Intranet security protection: division of internal security domains The local area network is divided into multiple internal security domains through access authentication switches, and the internal security domains and external security domains are independent of each other. Have absolute management rights over all your data.
3. External network security protection: a private data network belonging to this system can be established on the public data network through VPN virtual private line. Through the corresponding encryption and authentication technology to ensure the transmission safety of user data on the public network, so as to realize the exclusiveness of network data.
4. Network layer security vulnerability scanning is an important technology in network security defense, which is a tool with low cost, good effect, quick effect, relatively independent of network operation and simple installation and operation. It can reduce the manual labor of security administrators on a large scale, which is conducive to maintaining the unity and stability of the entire network security strategy.
Article 4 Information security
1, information security based on PKI trust service system. Article 5 Data security
1, information storage security protection. The security protection methods of information storage include data backup and recovery, secure database and secure operating system.
2. Security protection of information use. The security protection methods of information use include computer virus prevention, data operation security and data transmission process security: encryption and signature.
Article 6 System security
1, authentication. The ways of identity authentication are: identity authentication based on * * * *, identity authentication based on physical characteristics, identity authentication based on keys, etc.
2. Access control. Prevent unauthorized users from accessing objects through "discretionary access control" and "mandatory access control".

Article 7 Safety of personnel
