Deputy-level cadres who manage eight civil servants are inspected and appointed by the organization department, and generally only meet the basic requirements of length of service.

Management level 7 corresponds to the formal treatment of civil servants. If professional and technical personnel are directly transferred to management level 7 or above, it is super promotion, which requires not only personal qualifications but also professional and technical titles. In accordance with the requirements of the Interim Provisions on the Management Personnel of Public Institutions, holding leadership positions in seven management positions, that is, equivalent to civil servants at the official level, generally requires holding professional and technical positions at or above the associate high school or intermediate professional and technical positions for more than two years; Holding a leadership position in a six-level management position, that is, equivalent to a deputy division level position, generally requires holding a professional and technical position at or above the deputy high school or an intermediate professional and technical position for more than five years; Holding a leadership position in a five-level management position is equivalent to a civil servant position at the ministerial level. Generally speaking, it is required to hold a professional and technical position in a senior middle school or a deputy senior middle school for more than two years.
