In order to further strengthen the standardized management of online higher education enrollment in modern distance education pilot universities (hereinafter referred to as pilot universities), do a good job in 20 10 enrollment, ensure the quality of online education personnel training, and realize the healthy, orderly and sustainable development of online education, the relevant requirements are hereby notified as follows:
First, clarify the orientation of enrollment work. Guided by Scientific Outlook on Development, the pilot colleges and universities should conscientiously implement the spirit of the 17th National Congress of the Communist Party of China and the Third Plenary Session of the 17th Central Committee, and scientifically and reasonably determine the enrollment types, levels and majors of online higher education according to the social needs and the advantages and characteristics of our university. Network higher education is a part-time education mainly for adult employees, with flexible academic system and credit system. According to the characteristics of disciplines and majors, the pilot colleges and universities should determine the range of study years (the minimum study years from registration to graduation are five years from junior high school, two and a half years or three years from junior high school). In 20 10, 68 pilot universities such as Peking University can enroll students for online higher education (see annex for the list), but they are not allowed to enroll students for full-time study at all levels or in disguised form for online higher education in the name of online education, and they are not allowed to organize enrollment for full-time study at all levels (including full-time self-taught students) to study online higher education at the same time.
Second, strict enrollment plan and professional management. Pilot colleges and universities should coordinate the coordinated development of online education and other types of education, correctly handle the relationship between the scale, quality, structure and benefit of online education, and appropriately control the enrollment scale of pilot colleges and universities with a large number of online higher education students according to the teaching and learning support services and management capabilities of schools and their off-campus learning centers. Pilot colleges and universities should strengthen the management of online higher education enrollment plan, and the setting and adjustment of undergraduate and junior college majors in online higher education shall be implemented in accordance with the Measures for the Record, Approval and Management of Specialty Settings in Colleges and Universities.
Third, strengthen the management of propaganda work. Pilot colleges and universities should strengthen the unified management of enrollment publicity. All off-campus learning centers are not allowed to print enrollment publicity materials and carry out publicity activities by themselves; The enrollment information released by pilot colleges and universities must be realistic, and vague and false information shall not be released to mislead students. Pilot colleges and universities should, in accordance with the relevant provisions of the Ministry, strengthen the publicity and interpretation of the standards and procedures for granting academic certificates and degree certificates in online higher education, and clarify the policy requirements such as admission qualifications, learning forms, years of study, unified examinations, academic diplomas, degree awards, and electronic registration. In the admissions brochure and student handbook. Pilot colleges and universities should publicize and announce the enrollment brochures, the list of off-campus learning centers that plan to enroll students, the e-mail addresses and telephone numbers for consultation and complaints to the public through appropriate forms, and actively take effective measures to prevent being impersonated to carry out online enrollment of higher education.
Fourth, standardize enrollment. Pilot colleges and universities can only carry out online higher education enrollment activities in off-campus learning centers approved by our department (including off-campus learning centers established by modern distance education public service system), and may not transfer enrollment responsibilities and rights in any form, and it is strictly forbidden to entrust individuals or intermediaries to enroll students. According to the Interim Measures for the Administration of Off-campus Learning Centers (Points) in Modern Distance Education (No.2 [2003] of Jiao Gao Ting), the pilot colleges and universities can carry out online higher education enrollment activities after the qualified correspondence stations are reported to the local provincial education administrative departments for approval to be converted into off-campus learning centers. The off-campus learning centers of pilot universities can only cooperate with the enrollment work under the unified organization of the pilot universities, and may not carry out the enrollment work by themselves. Provincial education administrative departments should check the list of off-campus learning centers that plan to enroll students within their respective administrative areas. Once it is found and verified that an individual or intermediary agency is entrusted to enroll students, the enrollment qualification of the illegal unit will be cancelled. Pilot colleges and universities should establish a direct service mechanism for students in key links such as the release of enrollment information, the issuance of admission tickets and admission notices, and consultation and complaints.
Fifth, strict admission management. Pilot colleges and universities should strictly examine the qualifications of freshmen, effectively control the entrance and ensure the basic quality of students. It is strictly forbidden for people who have graduated from non-senior secondary education or do not have the same academic qualifications to obtain college or undergraduate admission qualifications; It is strictly forbidden for those who have not obtained the college graduation certificate to obtain the college entrance examination qualification. Local education administrative departments and pilot colleges and universities should strictly follow the relevant provisions of the Ministry, earnestly do a good job in electronic registration of freshmen's student status, and strengthen the management of student status information. The electronic registration of freshmen's school status will be linked to the online education unified examination and the electronic registration of academic certificates.
Six, strictly investigate and deal with violations. Local education administrative departments and pilot colleges and universities should attach great importance to the development of online education, standardize running schools, administer education according to law and strictly manage it. The provincial education administrative departments and discipline inspection and supervision departments should strengthen the management and supervision of online higher education enrollment, and jointly with relevant law enforcement departments, severely investigate and deal with off-campus learning centers, social institutions and individuals who publish enrollment advertisements at will, enroll students at will, collect fees at random, impersonate and defraud enrollment. In violation of the requirements of this notice and relevant policies and regulations, our department will seriously investigate and deal with the illegal enrollment behavior. For pilot universities with serious circumstances, our department will stop its pilot qualification and hold relevant leaders and responsible persons accountable.
In order to further standardize the enrollment service process of online education and strengthen the service to the public, our department has set up the "Sunshine Enrollment Service Platform for Online Education in Colleges and Universities" on the "China Distance and Continuing Education Network", which will make the enrollment information public, facilitate the information inquiry of candidates, and establish a basic database for freshmen's registration, unified examination and electronic registration of graduates. Pilot colleges and universities should submit the enrollment brochure, enrollment plan and list of off-campus learning centers for enrollment through the online education quality supervision system of colleges and universities and related subsystems before the start of enrollment publicity in spring and autumn every year, and submit the enrollment situation and basic information of freshmen before the end of May and 1 1 (the data submission form style and specific requirements are downloaded from the supervision system).
