According to the order of its appearance in the social division of labor system and the relationship with the urgency of human needs, the primary, secondary and tertiary industries are divided. This classification was first put forward by the British economist A Fisher, and it first appeared in his book "The Conflict between Security and Progress" published by Kloc-0/935.
The classification criteria of the three industries vary from country to country, while the classification criteria of China are as follows:
Primary industry: agriculture;
Secondary industry: industry and construction;
Tertiary industry: other industries except the above-mentioned primary and secondary industries.
Because the tertiary industry includes many industries and a wide range, according to the actual situation in China, the tertiary industry can be divided into two parts: one is the circulation department and the other is the service department, which can be divided into four levels.
The first level: the circulation department, including transportation, post and telecommunications, commercial catering, material supply and warehousing.
The second level: departments that serve production and life, including finance, insurance, geological survey, real estate, public utilities, residents' services, tourism, consulting information services and various technical services.
The third level: departments that serve to improve the scientific and cultural level and the quality of residents, including education, culture, radio and television, scientific research, health, sports and social welfare.
The fourth level: departments that need to serve the public, including state organs, political party organs, social organizations, the army and the police.
China uses the first, second and third levels to calculate the output value and gross national product of the tertiary industry when observing and assessing. However, when compared with western countries, it is based on the general calculation range of western countries, that is, the output value of tertiary industry and gross national product are calculated according to the above four levels, in order to have the same caliber and strengthen comparability. In order to prevent the two kinds of calculation caliber numbers from being confused with each other, the former caliber can be called "China caliber"; The latter caliber can be called "Western caliber".
