Measures of Linfen Municipality for Bidding and Evaluation of Construction Engineering Survey (for Trial Implementation)
Article 1 These Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Construction Engineering Survey and Design and the Regulations of Shanxi Province on the Administration of Construction Engineering Survey and Design Market, with reference to the relevant provisions of this Municipality, in order to standardize the bidding activities of construction engineering survey, maintain the order of the construction market, ensure the engineering quality, improve the investment benefit and protect the legitimate rights and interests of both parties.
Article 2 These Measures shall apply to those who engage in construction engineering survey activities within the administrative area of this Municipality and should invite tenders according to law.
Article 3 For a construction project that must be subject to engineering investigation and bidding according to law, the following conditions shall be met when bidding:
(a) the tenderer has been established according to law;
(two) in accordance with the relevant provisions of the state, it is necessary to perform the procedures of project approval, approval or filing, and it has been approved, approved or filed;
(3) The necessary basic data such as topographic maps and general plans have been collected;
(4) Other conditions stipulated by laws and regulations.
Article 4 The principles of openness, fairness, impartiality, honesty and credibility shall be followed in bid evaluation of construction project survey (hereinafter referred to as survey).
Article 5 The survey and bid evaluation shall adopt the comprehensive scoring method with a percentage system.
Article 6 The investigation and bid evaluation activities shall be conducted according to the following steps:
(1) Preliminary review. Including qualification examination, responsiveness examination and arithmetic error correction.
(2) Review in detail. Including survey technical scheme and bidder's credit evaluation.
Article 7 Preliminary evaluation refers to the qualification evaluation, responsive evaluation and arithmetical error correction of all bid documents by the bid evaluation committee according to the evaluation factors and evaluation criteria specified in the tender documents.
The preliminary evaluation is unique. If there are significant deviations in the bidding documents that do not meet the requirements of the bidding documents, their bids will be rejected and will not enter the detailed review stage.
(1) Qualification evaluation criteria
1, which has obtained the business license of enterprise as a legal person and is within the validity period;
2, the construction enterprise qualification certificate level to meet the requirements of the project subject to tender and within the validity period;
3, the person in charge of the survey project should be a professional and technical personnel with the ability of survey quality and safety management. The person in charge of Grade A and Grade B geotechnical investigation projects shall have the qualification of registered civil engineer (geotechnical), and the person in charge of Grade C geotechnical investigation projects shall have the qualification of registered civil engineer (geotechnical) or the professional title of geotechnical engineering above the intermediate level.
4. If the consortium bids, the bidding agreement of all parties to the consortium shall be attached;
5, enterprises outside the province should hold the "construction enterprises outside Shanxi Province into Shanxi for the record certificate".
(2) responsiveness evaluation criteria
1, whether the bidding content meets the requirements of the bidding documents;
2. Whether the format and signature of the bidding documents meet the requirements of the bidding documents;
3. The design cycle meets or exceeds the requirements of the tender documents;
4, design quality commitment is in line with the requirements of the tender documents;
5, the effectiveness of the bid is in line with the requirements of the tender documents;
6, whether the bid bond is submitted according to the requirements of the tender documents;
7, technical standards and requirements are in line with the requirements of the tender documents;
(3) When arithmetic correction means that the amount expressed in figures is inconsistent with the amount expressed in words, the amount expressed in words shall prevail.
Article 8 Detailed evaluation refers to the evaluation of all bid documents that have passed the preliminary evaluation by the bid evaluation committee according to the qualitative and quantitative standards stipulated in the bidding documents. Including survey technical scheme and bidder's credit evaluation.
Article 9 In case of any abnormality between different bidding documents or between the same bidding documents, the bid evaluation committee may make judgment and handle it according to the bidding documents or the existing regulations on bidding.
Article 10 After the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report to the tenderer. The bid evaluation report is drafted by the bid evaluation committee and adopted according to the principle that the minority is subordinate to the majority. All members of the bid evaluation committee shall sign the bid evaluation report for confirmation, and any reservations may be clarified in the bid evaluation report.
Article 11 A tenderer shall determine the candidates for winning the bid in the order recommended by the bid evaluation report.
Twelfth after the winning bidder is determined, the winning bidder's tender offer is the tender price. The tenderer shall submit a written report on the bidding situation to the bidding supervision institution for the record.
Thirteenth these Measures shall come into force as of the date of promulgation.
