The qualification of engineering cost consulting units and the personal quality of employees are low. Due to the late establishment of engineering cost specialty in colleges and universities in China, fewer talents are trained, and most of the employees are high school students or technical school students. There are widespread problems such as low professional quality and single knowledge and business ability. In addition, China's current engineering cost consulting industry has not yet established a strict practice system and market access system, which is also the reason why the overall quality of employees is low. At present, the cost engineers recognized by the Ministry of Personnel and the Ministry of Construction are engaged in the construction, design, construction and cost consulting units in the field of national engineering construction, and the number of cost engineers practicing in consulting units is quite limited. Therefore, the proportion of part-time and retired employees in some consulting units is too large, and a considerable part of them are mobile hidden employees, which is not convenient for the daily management of employees by the engineering cost association and also brings serious hidden dangers to the quality of engineering cost consulting units.
