(three) responsible for the implementation of the county's population and family planning long-term planning, career development planning and annual plans, supervision and evaluation of the implementation of population and family planning, and stabilize the low fertility level. Implement national, provincial and municipal laws, regulations and policies on population and family planning, draft normative documents on population and family planning in the county, and put forward and formulate policies and measures on population and family planning in the county.
(4) To study and formulate policies and regulations related to the management of family planning services for floating population in the county, put forward policy suggestions to promote the orderly flow and rational distribution of population, formulate management norms for family planning services for floating population, and be responsible for promoting the establishment of a working mechanism for family planning information sharing and public services for floating population.
(five) to monitor the development of population and family planning, to be responsible for the integration and informatization construction of population and family planning information in the county, and to put forward early warning and forecasting suggestions on population and family planning safety; Responsible for family planning statistics and information analysis, and participate in the construction of population basic information database.

(seven) to formulate the county population and family planning publicity and education work plan, and organize the publicity and education work of population and family planning.

(nine) to formulate and organize the implementation of the education and training plan for cadres in the population and family planning system, to guide the construction of the public service network system for population and family planning, and to guide the work of the county family planning association.
(ten) to promote the implementation of family planning and reproductive health promotion plan, improve the quality of the population, cooperate with relevant departments to reduce the number of birth defects, and jointly with relevant departments to guide the development of early childhood education.
