40% of adults think that "second home loan" is the most powerful.

The introduction of the "Ten Articles of New China" has a clear purpose in the regulation of housing prices, both macro and specific. After more than a month, the transaction volume in Beijing, Shanghai, Guangzhou, Shenzhen and other places dropped significantly, and buyers fell into a wait-and-see state. The investigation of the New Deal may reveal some market clues.

Judging from the survey results, nearly 60% of the respondents believe that the new "National Ten Articles" this year will lower the housing prices in the coming year. About 30% of the respondents predict that the house price will be lowered 10%, and 24.30% think that the house price will be lowered 10%~30% in the coming year. Only 5.37% of the respondents believe that house prices will plummet by more than 30%. The survey results also show that 30% of the respondents believe that the policy has little impact on the property market, and house prices will remain stable in the coming year. Based on the above analysis, the vast majority of respondents are more rational in judging the trend of housing prices, and think that it is unlikely to skyrocket or plummet within one year.

More than 40% of the respondents believe that the most effective policy is that the down payment ratio of the second home loan should not be less than 50%, followed by "the down payment ratio of the first suite over 90 square meters should not be less than 30%", accounting for nearly 20%. This result is more in line with the characteristics of the current property market. On the one hand, buyers are the most active now, followed by second-time buyers. Part of the second home purchase is improved self-occupation demand, and the other part is investment demand. The New Deal has a significant inhibitory effect on the investment-oriented purchase, real estate speculation and even some improved purchases of more than two sets of buyers. On the other hand, the substantial increase in the down payment ratio of second home buyers will also raise the threshold for some homeowners to buy houses again.

Now the second suite is still difficult to identify.

It is understood that in-depth interviews and investigations across the country, many experts believe that it is difficult for the current housing registration authority to implement the identification of the second suite because the housing registration agency system is still not perfect and the housing registration needs to be "three unified".

First, the system of housing registration agencies is not unified. "Local location" generally refers to cities and counties as regions. However, at present, the management system of housing registration agencies in cities, districts, counties and townships in China has not been integrated, and each has its own registration system, which leads to loopholes in verification.

Second, the organization of housing registration agencies is not unified. According to the notice requirements of the Ministry of Housing and Urban-Rural Development on "Assessment Standard for Standardized Management of Real Estate Transaction and Ownership Registration", the housing registration agency is mainly composed of five parts: housing registration, information management, file management, market supervision and surveying and mapping supervision. However, at present, the urban composition of the whole country is different. Five units are responsible for the five parts, and four units are responsible for 1 unit. It is difficult to coordinate between units, which makes the information in the housing registration system incomplete and inaccurate.

Third, the housing registration software standards are not uniform. Because the above two aspects are not unified, each has a set of registered software standards, which makes it difficult for all levels to communicate with each other, let alone share information with banks, public security, industry and commerce, civil affairs and other departments.

It is reported that there is no city housing registration agency in China that contains the above three functions, and only several big cities such as Beijing, Shanghai and Guangzhou contain the above two functions. Therefore, there is still a long way to go for the accuracy of the appraisal of the second suite.

On June 4th, the Ministry of Housing and Urban-Rural Development, the Central Bank and the China Banking Regulatory Commission jointly issued the definition of the second set of housing accreditation standards worldwide. Industry experts said that this may accelerate the process of unifying the housing registration management system in various places. The circular requires that the management of housing information inquiry should be strengthened. Before the end of 20 10, the cities with districts will basically establish a housing registration information system.
