The notice made it clear that catering, accommodation and department stores that enjoy the rent reduction standard of state-owned assets during the epidemic period should meet certain conditions. Small and medium-sized enterprises in the catering and accommodation industry must register with the market supervision and management department before February 4, 2020, standardize law-abiding operations, and obey the epidemic prevention and control arrangements. The number of employees in a single store with a business license does not exceed 300, and the operating income does not exceed 65.438+0 million yuan, providing catering and accommodation services for the terminal consumer market.
Small and medium-sized enterprises in the department store industry must be commercial retail entities such as supermarkets and convenience stores. They should be registered in the market supervision and management department before February 4, 2020, standardize law-abiding operations, obey the epidemic prevention and control arrangements, have less than 300 employees in a single store with a business license and an operating income of less than 200 million yuan, and mainly sell daily necessities for residents.
With regard to the time node for enjoying the relief policy, the property owner of the state-owned assets business premises shall exempt the eligible leasing enterprises from the lease rent from 0: 00 on February 5, 2020 to 0: 00 on March 5, 2020, and charge 50% of the amount agreed in the lease contract signed by both parties from 0: 00 on March 5, 2020 to 0: 00 on May 5, 2020.
Eligible catering, accommodation and department store leasing enterprises should apply for rent reduction or rent-free to the owner of the leased state-owned assets with the business license of the enterprise as a legal person, the certification documents of the enterprise as a legal person or the client, and the lease agreement of the state-owned assets business premises. The property owner of the operating house of state-owned assets shall handle it in accordance with the notification requirements of the state-owned assets management department. Non-state-owned property owners who sublet state-owned property management houses shall assist small and medium-sized enterprises such as catering, accommodation and department stores to apply for rent reduction or rent exemption.
Owners of non-state-owned commercial houses such as large commercial houses, shopping malls and market operators are encouraged to take flexible and diverse ways to reduce rents and give concessions to tenants during the epidemic with reference to the practice of state-owned enterprises reducing or exempting rents for enterprises renting state-owned commercial houses during the epidemic period. All catering, accommodation and department store industry associations should give full play to their functions and give coordination, guidance and support.
