Local chronicles refer to information documents that comprehensively and systematically describe the history and present situation of nature, politics, economy, culture and society in their respective administrative areas.
The local comprehensive yearbook refers to the annual information document that systematically records the natural, political, economic, cultural and social conditions of the administrative region.
Local chronicles are divided into: local chronicles compiled by provinces (autonomous regions and municipalities directly under the Central Government), local chronicles compiled by cities with districts (autonomous prefectures) and local chronicles compiled by counties (autonomous counties, cities without districts and municipal districts). Article 4 Local people's governments at or above the county level shall strengthen their leadership over the work of local chronicles in their respective administrative areas. The funds required for the work of local chronicles are included in the fiscal budget at the corresponding level. Fifth national local chronicles work guidance institutions shall make overall plans, organize and coordinate, supervise and guide the national local chronicles work.
The local people's governments at or above the county level shall be responsible for the work of local chronicles and perform the following duties:
(1) Organizing, guiding, supervising and inspecting the work of local chronicles;
(two) to formulate the work plan and compilation plan of local records;
(3) Organizing the compilation of local chronicles and local comprehensive yearbooks;
(4) collecting and preserving local chronicles, organizing and sorting out old chronicles, and promoting the theoretical research of local chronicles;
(5) Organizing the development and utilization of local records resources. Article 6 The compilation of local chronicles shall seek truth from facts, ensure quality, and comprehensively and objectively describe the natural, political, economic, cultural and social history and present situation of the administrative region. Article 7 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate the overall work plan for the compilation of local chronicles in their respective administrative areas (hereinafter referred to as the plan) and report it to the national local chronicles work guidance institution for the record. Article 8 Local chronicles and local comprehensive yearbooks named after the names of administrative regions at or above the county level shall be compiled by the institutions responsible for local chronicles of the people's governments at the corresponding levels according to the planning, and no other organization or individual may compile them. Article 9 The compilation of local chronicles shall be attended by experts and scholars in related fields. Local chroniclers should combine full-time and part-time work, and full-time editors should have corresponding professional knowledge. Tenth local chronicles are compiled every 20 years or so. After each round of compilation and revision of local chronicles is completed, the institutions responsible for local chronicles will start a new round of local chronicles renewal while compiling local comprehensive yearbooks, collecting data and providing consulting services to the society. Eleventh local people's governments at or above the county level shall be responsible for the work of local chronicles, and the relevant units and individuals shall support them. The institution responsible for the work of local chronicles may consult, extract and copy relevant materials, except those involving state secrets, commercial secrets and personal privacy and those that do not meet the conditions for opening archives.
The owner or holder of local chronicles can get appropriate remuneration for providing relevant information. The owner or holder of local chronicles shall not intentionally provide false information. Twelfth local chronicles named after administrative regions at or above the county level and included in the planning can only be published after examination and acceptance.
When examining and accepting local chronicles, experts in confidentiality, archives, history, law, economy, military and other aspects shall be organized to participate, and the focus shall be on whether the contents of local chronicles conform to the provisions of the Constitution, confidentiality, archives and other laws and regulations, and whether they comprehensively and objectively reflect the natural, political, economic, cultural and social history and present situation of their respective administrative areas.
The subjects and procedures for the acceptance of local chronicles shall be stipulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Thirteenth local comprehensive yearbooks named after administrative regions at or above the county level shall be published only after being approved by the people's government at the corresponding level or the departments determined by it. Fourteenth local chronicles shall be reported to the people's government at the next higher level for the record within 3 months after publication.
Written materials, charts, photos, audio-visual materials, objects, etc. Manuscripts of local chronicles collected and formed in the process of compiling local chronicles shall be managed by full-time personnel designated by the institutions responsible for local chronicles of the people's governments at the corresponding levels in a centralized and unified manner, and shall not be damaged; After the compilation of local chronicles is completed, it shall be handed over to the national archives or local chronicles museum for preservation and management according to law, and individuals shall not take it for themselves or rent, transfer or lend it. Fifteenth local chronicles and local comprehensive yearbooks named after the names of administrative regions at or above the county level are business work. According to the second paragraph of Article 16 of the Copyright Law of People's Republic of China (PRC), the copyright shall be enjoyed by the organization responsible for the work of local chronicles, and the personnel involved in compilation shall have the right of signature. Sixteenth local chronicles should serve the all-round development of local economy and society. Local people's governments at or above the county level should actively explore the ways of using local chronicles and strengthen the informatization construction of local chronicles by building databases and websites. Citizens, legal persons and other organizations can use the above databases and websites to consult and extract local chronicles.
