Dongchang College of Liaocheng University is located in Liaocheng Economic and Technological Development Zone. In April 2002, it was approved by the Shandong Provincial Department of Education. In June 2005, the Ministry of Education reconfirmed it as an independent college. In August 2005, it merged with Liaocheng Education College and Liaocheng Normal School. The college established a board of directors and implemented the dean responsibility system under the leadership of the board of directors. The members of the board of directors are selected by Liaocheng University and Shandong Quanlin Paper Co., Ltd. According to the cooperation agreement, Liaocheng University recommends the dean and elects the board of directors.
