Declaration conditions:
1. Age requirement: The international students sponsored this year should not be over 50 years old (196411born after June 65438).
2. Years of returning to China: non-enterprise-starting personnel funded this year will return to China to work after 20 12 1; The person who started the business will return to China to work after 20 10 1 (subject to the passport entry and exit record).
3. The applicant must return to work and start a business in Shanghai full-time and work in Shanghai for at least 9 months every year. The time limit for continuing study or further study in universities and scientific research institutions outside the country (territory) shall be subject to the passport entry and exit records.
4. Overseas students applying for Class A funding must have a doctoral degree and have studied abroad for more than 2 years (inclusive).
5. Overseas students applying for B-type innovation funding must continue their study or further study abroad for more than 2 years (inclusive) and meet one of the following conditions: 1. Have a doctorate; 2 with a master's degree and engaged in professional technology or management work in well-known multinational companies and enterprises abroad for more than 4 years (inclusive).
Overseas students applying for B-type venture funding should have a bachelor's degree or above. Generally speaking, you should continue to study or further study abroad as an international student 1 year or more (inclusive). The enterprise it founded must go through the relevant registration procedures and obtain the industrial and commercial business license and other documents issued by the relevant departments of this Municipality.
6. Overseas students applying for Class C funding must have a doctoral degree and have been studying abroad continuously or for more than 1 year (inclusive). Overseas students working in financial institutions in this Municipality must have a doctor's degree or a master's degree and hold the post of department manager or above.
7. Overseas students who apply for D-type funding must have been studying or studying abroad continuously for more than 1 year (inclusive), and should meet the key areas of annual funding specified in these guidelines, come to Shanghai to start their own businesses or have special expertise in important research achievements or important invention patent technologies (proprietary technologies). Overseas students who apply for this kind of funding must first be recommended in writing by their units (recommendation background and reasons), stamped with the official seal of the competent department (bureau level), and submitted to Pujiang Project Management Office with relevant supporting materials, and their application qualifications will be determined after being audited by Pujiang Project Management Office.
8. The application team must be a scientific and technological research or social science research team introduced by universities, research institutes or large and medium-sized enterprises, or a team of 3 or more entrepreneurs who have returned to China with valid overseas student qualification certificates. Applications for team funding must be reviewed by Pujiang Project Management Office to determine eligibility.
9. The number of applications for Pujiang Project shall not exceed 2 times, and the applicant shall not participate in the application for two or more projects at the same time. Those who have been funded by Pujiang project cannot declare again.
10. Those who have obtained the Qualification Certificate for Overseas Students of Shanghai Pujiang Talent Program and meet the application conditions for this year need to renew their original certificates within the acceptance period.

According to the principle that Pujiang Plan provides "the first pot of gold" for overseas students to work and start businesses in Shanghai, those who receive financial support from the state or the municipal government after studying abroad will no longer be included in the scope of this declaration.
