The municipal and district development and reform departments are in charge of optimizing the business environment in their respective administrative areas, and organize, coordinate and guide the daily work of optimizing the business environment. Relevant government departments and public enterprises and institutions shall, in accordance with their respective responsibilities, do a good job in optimizing the business environment. Article 3 The municipal and district people's governments and their relevant departments shall announce the annual plans, objectives, tasks and measures to optimize the business environment before February every year, so as to continuously optimize the business environment.
