But so far nothing has happened. According to the statistics of local growers' spontaneous investigation, "Two Excellent Cultivation Nine" has been planted in Yancheng, Jiangsu Province since 2002, "involving about 654.38 million farmers and causing economic losses of more than 200 million yuan".
Copies of two internal documents issued by Jiangsu Provincial Department of Agriculture and Forestry in 2003 and 2004 respectively show that Yancheng produced 3.5 million kilograms of unqualified seeds of "Liangyoupeijiu", and the unqualified rate reached 40%. In 2003, the unqualified rate increased by 6.7 percentage points year on year. According to the "Seed Law", if unqualified seeds appear in actual planting and cause losses to growers, the provincial agriculture and forestry evaluation committee will issue a communique to stop production.
According to the spontaneous investigation of large growers in Yancheng, from 2000 to 2006, the yield and quality of "Two Excellent Cultivars and Nine Cultivars" were far from the patent promise, resulting in economic losses of more than 200 million yuan, involving about 6,543,800 farmers in Yancheng counties and cities.
However, because there are too many auras and honors of "two excellent students and nine excellent students", no unit is willing to come forward, including the Ministry of Agriculture and local governments. The investigation by the Ministry of Agriculture has not yet announced its conclusion.
At present, in addition to farmers in Yancheng, such as Ji, a township agronomist, who thought that "Two Excellent Cultivars Nine" was a "scientific and technological fraud incident" and brought it to court, Lin Changping, a former associate researcher of Jiangsu Academy of Agricultural Sciences, also bought two Excellent Cultivars Nine for production, resulting in a loss of more than 3 million yuan. At present, Lin has submitted an application to the State Patent Office to "revoke the national patents of' two excellent varieties and nine excellent varieties'".
