(6) Enterprises leading the formulation of international standards, national standards or industrial standards refer to the top five drafters of enterprises in the relevant documents of the National Standardization Committee, the Ministry of Industry and Information Technology, the International Organization for Standardization and other competent departments.

(7) R&D institutions above the provincial level include national (provincial, ministerial) key laboratories, national (provincial, ministerial) engineering technology research centers, national (provincial, ministerial) engineering research centers, national (provincial, ministerial) enterprise technology centers, and national (provincial, ministerial) international joint research centers.
