I. Main components
Western medicine 1279, Chinese medicine 13 16 (including ethnic medicine 93), and 48 kinds of drugs (including 43 kinds of western medicine and 5 kinds of Chinese medicine) were negotiated during the agreement period, totaling 2643 kinds.
Second, the proportion of proprietary Chinese medicines is large.
Judging from the last four editions of the medical insurance catalogue, Chinese patent medicines account for a relatively large proportion.
In 2004, there were 854 medical insurance varieties * * */kloc-0, and 823 Chinese patent medicines, accounting for 44.4%;
In 2009, there were 987 kinds of medical insurance varieties ***2 15 1, accounting for 49.5%;
In 20 17 years, there were 2535 medical insurance varieties and 238 Chinese patent medicines 1238, accounting for 48.8%;
In 20 19, there were 2,643 medical insurance varieties, and Chinese patent medicines 132 1 piece, accounting for 49.98%.
In 20 19, the number of Chinese patent medicines and western medicines in the medical insurance catalogue was basically the same. Compared with the 20 17 medical insurance catalogue, there are only 25 kinds of western medicine and 83 kinds of Chinese medicine in the 20 19 medical insurance catalogue, which is more than three times that of western medicine. No matter in the total amount or the newly added amount, Chinese patent medicines have gone against the trend and once again become the focus of attention in the industry.
Iii. 150 drug transfer.
It is understood that this * * * transfer 150 varieties, except for drugs whose numbers were revoked in National Medical Products Administration, * * * transferred 79 varieties, mainly drugs with low clinical value, obvious abuse or good substitution.
Iv. 128 drugs, to be included in the negotiation.
For patented exclusive drugs with high clinical value but high price or great influence on the fund, according to the results of expert review and voting, it is preliminarily determined that 128 drugs will be included in the scope to be negotiated, including western medicine 109 and Chinese patent medicine 19.
The treatment fields of these drugs mainly involve major diseases such as cancer, rare diseases, hepatitis C and hepatitis B, and chronic diseases such as hypertension and diabetes. Many products are new drugs approved by the State Administration of Pharmaceutical Products in recent years, including major innovative drugs in China.
Five, Chinese medicine prescribed by western medicine is not reimbursed.
The 20 19 version of the notice on medical insurance catalogue points out that according to the requirements of the notice on printing and distributing the first batch of national key monitoring rational drug use catalogue (chemical biological products) issued by the general office of the national health and wellness commission and the general office of state administration of traditional chinese medicine (No.558 [2065438+09] of the State Health Office), the fund can only pay prescriptions for Chinese patent medicines and Chinese herbal pieces prescribed by qualified doctors. All co-ordination areas should establish a medical insurance agreement physician system and strengthen the management of doctors' prescription qualifications.
At the beginning of July, the National Health and Family Planning Commission issued the first batch of rational drug use lists, proposing to standardize the prescriptions of traditional Chinese medicine. Western medicine is not allowed to prescribe Chinese medicine. It is understood that only a few hospitals have landed at present, and more hospitals are cleaning up the "inventory" while watching. The notice of the medical insurance catalogue directly pointed out that "the fund can pay the prescriptions of Chinese patent medicines and Chinese herbal pieces issued by doctors with corresponding qualifications". Undoubtedly, only doctors with relevant qualifications of Chinese medicine can prescribe Chinese medicine for reimbursement, while western medicine (without Chinese medicine training) cannot prescribe Chinese medicine for reimbursement.
Six, some Chinese herbal pieces will not be paid.
Chinese herbal pieces marked with "□" mean that they will not be paid when used alone, and prescriptions composed entirely of these pieces will not be paid.
In recent years, the state has vigorously developed the Chinese medicine industry, which is an affirmation of Chinese medicine. We can also see the advantages of traditional Chinese medicine in the prevention and treatment of chronic diseases and intractable diseases.
In the future, with the continuous improvement of the dynamic adjustment mechanism of medical insurance catalogue, more and more safe, effective and clinically valuable drugs will be included in medical insurance to meet patients' medication needs.
