In order to fully grasp the overall situation of all kinds of high-level talents in the whole region, study and formulate talent work policies, and give full play to the role of all kinds of talents, the leading group for talent work in the whole region decided to further establish and improve the information base of five types of talents: high-level professional and technical and institutional management talents, enterprise management talents, skilled technicians, rural practical talents and social work talents. The relevant matters concerning the investigation and statistics of various talent teams are hereby notified as follows:

I. Statistical standards and quantity of warehousing talents

1, professional technical and management talents of public institutions: experts who enjoy the special allowance of the State Council, outstanding experts selected by Gansu Province, and personnel selected by the "555" Innovative Talents Project, the "325 1" Talent Project of the city and the "212" Talent Project of the district; Professional and technical personnel with senior titles; Professional and technical personnel with intermediate or above titles have more innovative projects; Managers of public institutions with bachelor degree or above and more than five years' working experience; Persons with patents for technological inventions; Persons who have won scientific and technological achievement awards at or above the municipal level. The quantity is controlled at around 200.

2. Enterprise managers: all middle-level and above managers in enterprises; Individual and private enterprise operators with annual profits and taxes of more than 50,000 yuan; Various professional managers. The quantity is controlled around 100.

3. Skilled technicians: skilled workers with college education or above who have obtained senior technical level in all organs, enterprises and institutions in the whole region; Those who have won the top three skills competitions at or above the district level. The quantity is controlled around 100.

4. Rural practical talents: farmers with high school education or above, who have obtained technical titles of farmers or "green certificates" and "professional technical certificates", have certain expertise in planting, breeding, processing and circulation of agricultural products, or lead various economic entities, and their annual per capita net income has reached more than three times in the whole region for three consecutive years; Farmers who have been commended and rewarded at or above the district level. The number of people is controlled at around 300.

5. Social work talents: people who have social work professional or related professional qualifications and certain practical work experience, have obtained social work professional qualifications, registered in relevant institutions, and actually engage in social work; Professionals who are engaged in social services such as social welfare, difficult assistance, contradiction mediation, rights protection, judicial mediation, psychological counseling, behavior correction, charity, medical care, rehabilitation of the disabled, special care and security, and community service. The quantity is controlled around 100.

Second, the specific requirements

1, make a serious investigation and statistics. After receiving this notice, all units should attach great importance to it, arrange special personnel, carefully investigate the qualified personnel of their enterprises and institutions according to the statistical standards of talents, and fill in the registration form and roster of warehousing talents in different categories. In the process of investigation and statistics, we should adhere to the principle of "strict standards and quality assurance" to ensure the quality of talents in storage.

2, clear responsibility requirements. In order to ensure the quality of warehousing talents, all kinds of talent departments are responsible for the establishment of talent pool and the qualification examination of personnel who declare warehousing in each unit. Responsible units: professional and technical personnel and management personnel of public institutions: District Personnel Bureau; Enterprise management talents: District Small and Medium Enterprises Administration Bureau; Skilled technicians: District Personnel Bureau (competent authority and institution) and District Small and Medium-sized Enterprise Administration Bureau (competent enterprise); Rural practical talents: District Agriculture and Animal Husbandry Bureau; Social worker: District Civil Affairs Bureau.

3. Strict submission time. After investigation and statistics, all units shall submit the roster of warehousing talents to the relevant responsible units for review before August 20. After the completion of the audit, the responsible unit shall summarize and report to the district talent office before August 25.
