Article 4 The National Natural Science Foundation of China encourages interdisciplinary, inter-unit, inter-departmental and inter-regional cooperative research and research conducive to the combination of scientific research, teaching and production. Outstanding young scientists, scientists from ethnic minorities and remote areas should be given priority support under the same conditions. Article 5 The National Natural Science Foundation of China shall, according to the state's principles, policies and plans, formulate and publish guidelines for scientific and technological development projects. According to the project guide and the accumulation of research work, scientific researchers choose research projects that can give full play to their own advantages and form project teams to apply. Article 6 The National Natural Science Foundation of China accepts applications for projects once a year. The acceptance time will be notified separately. Article 7 An applicant for the National Natural Science Foundation of China must be the project leader who actually presides over the research work of the applied project and has senior professional and technical positions (or titles). If the applicant does not have a senior professional and technical position (or title), it must be recommended by two senior scientific and technical personnel in the same industry. Article 8 The number of projects applied for by each applicant and main cooperators, plus the number of ongoing funded projects, shall not exceed 2. The format and requirements for the applicant to fill in the Application Form for the National Natural Science Foundation are in six copies, which shall be submitted by the applicant's unit to the counterpart science department of the National Natural Science Foundation of China. Article 9 The funds for projects funded by the National Natural Science Foundation are limited to the expenses directly needed for the research work of this project. Applicants should be realistic and thrifty. We should make full use of the existing conditions or available cooperation conditions and the financial support obtained from other channels. The research funds of NSFC do not include the expenses for overseas visits and reception visits. The fees for international cooperation and exchange shall be separately applied to the relevant science department after the application project is approved. Article 10 The applicant's unit shall strengthen the guidance, organization and coordination of the application for the Science Fund, carefully examine and screen the applicant's application, sign the examination opinions on the authenticity of the application content, the feasibility of the research plan, the rationality of the budget and whether the basic working conditions can be guaranteed, affix the official seal, and pay part of the examination fee according to the project. The cooperative unit shall also sign an opinion on the application form and affix its official seal. Article 11 When submitting an application, all units shall input the abstract contents of all their applications into a microcomputer floppy disk according to the input system uniformly formulated by the National Natural Science Foundation of China and send them to the General Bureau of the National Natural Science Foundation of China. At the same time, the review fee and application list (in duplicate) will be sent to the Finance Department of the Office of the National Natural Science Foundation of China. Article 12 The National Science Foundation of China accepts applications for exploring new concepts and concepts in the national high-tech research and development plan. The applicant's conditions, application procedures and methods, application format and requirements shall comply with the provisions of these Measures. When applying, the word "hi-tech" should be marked in the upper left corner of the cover of the application. Thirteenth major projects of the National Natural Science Foundation, youth science foundation projects and international cooperation and exchange projects, refer to the relevant provisions.
