(2) Yinchuan Science and Technology Achievement Award;
(3) Yinchuan Science and Technology Innovation Special Award;
(4) Yinchuan Industry-University-Research Cooperation Award.
Yinchuan science and technology special contribution award is reviewed once every four years, and other Yinchuan science and technology innovation awards are reviewed once every two years. The municipal science and technology department is responsible for organizing the implementation of specific work.
The establishment of the Municipal Science and Technology Innovation Award Evaluation Committee is responsible for the evaluation of Yinchuan Science and Technology Innovation Award, and its members are proposed by the Municipal Science and Technology Leading Group Office and reported to the Municipal Science and Technology Leading Group for approval. Article 4 Yinchuan Science and Technology Special Contribution Award shall be awarded to projects that meet the following conditions:
(a) pay attention to the development of strategic emerging industries, which plays an important role in driving and promoting the strategic layout of the city's industries;
(two) to carry out scientific and technological innovation, the transformation of scientific and technological achievements has made breakthrough progress, the level of science and technology is in a leading position in China, and has made outstanding achievements in promoting the transformation and upgrading of the industrial structure of this Municipality, and achieved particularly remarkable economic and social benefits. Article 5 Yinchuan Science and Technology Achievement Award shall be awarded to organizations or citizens who have obtained scientific and technological achievements in Yinchuan and meet one of the following conditions:
(a) in the research and development of applied technology, the use of scientific and technological knowledge to research, develop and introduce new products, new technologies, new processes, new materials and new varieties of animals and plants, which have outstanding innovations and have produced remarkable economic or social benefits after implementation;
(two) in the transformation, popularization and application of scientific and technological achievements, advanced and mature scientific and technological achievements, especially high-tech achievements, are applied to the economic construction and social development of this Municipality to realize industrialization and achieve remarkable economic, social or ecological benefits;
(three) in the implementation of social welfare projects, long-term engaged in basic science and technology work and social welfare science and technology undertakings, after practice, has produced obvious social benefits;
(four) in the soft science research for scientific decision-making and management modernization, it has an important guiding role in the economic and social development of this Municipality, and it has been proved by practice that it has achieved remarkable results. Article 6 Yinchuan Science and Technology Innovation Award shall be awarded to an independent legal person enterprise that meets the following conditions and is registered within the administrative area of this Municipality:
Have a clear annual, medium and long-term scientific and technological research and development direction and objectives;
Enterprise R&D investment accounts for more than 5% of enterprise sales revenue, and enterprise R&D investment increases year by year;
Approved the establishment of key laboratories or engineering technology research centers at or above the autonomous region level;
Pay attention to promoting management innovation and enterprise innovation culture construction;
Excellent scientific and technological innovation activities. During the evaluation period, undertake the national science and technology support plan, national major science and technology projects, national high-tech research and development plan (863 plan), and apply for national invention patents;
The output value of high-tech industries accounts for more than 60% of the total output value of enterprises. Article 7 Yinchuan Industry-University-Research Cooperation Award is awarded to scientific research institutions and institutions of higher learning that cooperate with the dominant backbone enterprises in this city in Industry-University-Research, solve the key technical problems that restrict the industrial development of this city, promote the technological leap-forward development in this field, and create significant economic or social benefits. Article 8 Under the same conditions, Yinchuan Science and Technology Innovation Award gives priority to projects with core intellectual property rights. Article 9 The Municipal People's Government shall circulate a notice of commendation to the winners of Yinchuan Science and Technology Special Contribution Award, Yinchuan Science and Technology Achievement Award, Yinchuan Science and Technology Innovation Special Award and Yinchuan Industry-University-Research Cooperation Award, and award honorary certificates and bonuses. Tenth Yinchuan city science and technology special contribution award each selection of 2, regardless of grade, each award 500 thousand yuan. There are no eligible projects in the selection period, and they can be vacant. Eleventh organizations and citizens who have won the Yinchuan Science and Technology Achievement Award will be rewarded according to their scientific and technological level, economic benefits, social benefits and their role in scientific and technological progress, including the first prize of 40,000 yuan, the second prize of 20,000 yuan and the third prize of 1 10,000 yuan.
Yinchuan City Science and Technology Achievement Award places shall not exceed 25% of the total number of applications for awards, and the first prize can be vacant without qualified projects. Twelfth Yinchuan city science and technology innovation special award for each selection of 5, regardless of grade, each award of 654.38+ ten thousand yuan. There are no qualified enterprises in the selection period, and they can be vacant.
