(4) The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities of the enterprise to the total number of employees of the enterprise in that year is not less than 5;

Technology-based enterprises that had no sales revenue in the previous year and whose research and development expenses exceeded 2 million yuan in the previous year are not subject to the above restrictions on the proportion of R&D expenses and the proportion of high-tech income.
2. Application time for admission and cultivation of high-tech enterprises in Shanghai:
The admission and cultivation of high-tech enterprises in Shanghai officially started on January 2, 2019, and applications will be liberalized. , Complete the monthly acceptance work and monthly review on the 20th of each month.
High-tech enterprises are put into the database for cultivation, accepted monthly, and reviewed monthly.
3. Funding support methods for Shanghai high-tech enterprises to be cultivated in the database:
(1) From January 1, 2019 to December 31, 2020, enterprises to be cultivated in the database can To obtain one-time cultivation support, the support amount is determined based on the R&D expenses incurred by the enterprise in the previous year10. Enterprises with a subsidy amount of less than 200,000 yuan will be awarded a subsidy of 200,000 yuan, and those with a subsidy exceeding 2 million yuan will be awarded a subsidy of 2 million yuan.
(2) The financial departments of each district shall, in principle, allocate timely support and cultivation before the end of the next month in accordance with the provisions of the budget treasury management system based on the final list of warehousing and the amount of cultivation funds that should be allocated by the municipal recognition steering group every month. funds. 4. For enterprises that are already in Shanghai’s high-tech database for cultivation, please note:
The cultivation period for enterprises in the database is two years, and enterprises should participate in the statistics of high-tech enterprises on time. . If the enterprise is certified as a high-tech enterprise during the incubation period, it will be released from the warehouse; if it has not been certified as a high-tech enterprise after the expiration of two years, the warehouse will be adjusted and applications for admission will no longer be accepted.
If an enterprise included in the city's high-tech enterprise cultivation library has any of the following circumstances, its cultivation qualifications will be cancelled, and the cultivation funds will be recovered in accordance with regulations:
(1) Application materials for inclusion in the library There is serious fraud.
(2) Major safety or quality accidents or serious environmental violations occur during the cultivation period.
(3) Do not fill in the annual statistical report of high-tech enterprises.
