Article 24 If a construction project really needs to occupy agricultural land outside the construction land scope of cities, villages, and towns determined in the national land spatial plan, and involves occupying permanent basic farmland, it shall be approved by the State Council; if it does not involve occupying permanent basic farmland, it shall be approved by the State Council.
