Notice of the Shandong Provincial People's Government on Issuing the Interim Measures for the Administration of Foreign Experts in Shandong Province

Chapter I General Provisions Article 1 In order to standardize and scientifically manage foreign experts in our province, promote international talent exchange and cooperation, and promote the economic and social development of our province, these measures are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of our province. Article 2 The term "foreign experts" as mentioned in these Measures refers to those who hold senior positions (including those who have held senior positions) or have rich practical experience and special skills outside the country (territory). Article 3 These Measures shall apply to foreign experts who come to Shandong for short-term or long-term work (more than 3 months) with the approval of the state or our province. Chapter II Management Institutions Article 4 The provincial personnel administrative department is responsible for the management of foreign experts in the whole province under the leadership of the provincial government and the guidance of the provincial foreign affairs department, while the municipal personnel administrative department and provincial departments (units) are responsible for the specific work of the management of foreign experts in their own regions and departments (units). The fifth main responsibilities of the provincial personnel administrative department in the management of foreign experts are:

(a) to implement the laws, regulations and policies of the state on the management of foreign experts;

(two) to study and formulate policies and measures for the management of foreign experts in this province;

(three) the preparation and implementation of the province's long-term and annual plans for the management of foreign experts;

(four) to guide the management of foreign experts in all localities and departments (units);

(five) to open up and determine the channels for introducing foreign experts, and to establish and develop exchanges and cooperation with foreign countries (territories);

(six) responsible for raising funds for the management of foreign experts and arranging project funds, and supervising and inspecting the specific use;

(seven) responsible for introducing foreign advanced technology, scientific research achievements and management methods, and evaluating and popularizing them;

(eight) to handle the relevant procedures for foreign experts to work and settle in Shandong, and coordinate their job placement;

(nine) reward foreign experts who have made outstanding contributions in the introduction and management of foreign experts and units and individuals who have made remarkable achievements. Chapter III Introduction of Experts Article 6 The introduction of foreign experts shall be submitted for approval according to procedures, and the introduction of economic and technical management experts shall be examined and approved by the provincial personnel administrative department; Belong to the city, approved by the municipal personnel administrative department, the provincial personnel administrative department for the record. Need national and provincial funding and paid borrowing funds, approved or reported by the provincial personnel administrative department. Article 7 Units that need to introduce cultural and educational experts shall apply to the provincial personnel administrative department for qualification, which shall, jointly with relevant departments, examine and submit for approval, and after obtaining the Qualification Certificate for Introducing Foreign Experts, introduce foreign experts according to the prescribed procedures. Article 8 The regions or departments that have approved the introduction of foreign experts shall issue invitations to foreign experts in a timely manner. Article 9 Give full play to the expertise of foreign experts and actively adopt their reasonable opinions and suggestions. Tenth foreign experts in the region, the department of the transfer arrangements, by the city, the department is responsible for; Inter-regional and inter-departmental adjustment arrangements shall be coordinated by the provincial personnel administrative department. Chapter IV Treatment of Experts Article 11 The employing unit shall pay the wages of foreign experts according to the agreement or contract. For foreign experts who help the work without compensation, the employing unit shall issue pocket money according to the prescribed standards. Article 12 Foreign experts may purchase foreign exchange according to the Provisional Regulations of People's Republic of China (PRC) on Foreign Exchange Control and other relevant regulations. Thirteenth foreign experts should pay income tax in accordance with the Individual Income Tax Law of People's Republic of China (PRC) and its detailed rules for implementation and the tax agreement signed between the sending country and China. Article 14 Foreign experts enjoy preferential treatment in entry and exit, shopping, foreign exchange and tourism. With the certificate of foreign experts and the certificate of foreign experts. Article 16 Foreign experts may apply for a patent for their inventions and creations during their work in our province in accordance with the Patent Law of People's Republic of China (PRC). Seventeenth foreign experts who have made outstanding contributions are given the following awards according to the relevant provisions of the state and our province:

(a) awards and bonuses issued by the employer;

(two) by the municipal government and the administrative office awarded the honorary title;

Chapter V Management of Funds Article 18 The funds needed for the introduction of foreign experts are mainly raised by the employing units themselves. Belonging to social benefits or no direct economic benefits, you can apply to the national or provincial foreign experts management department for partial funding; Economic benefits can be achieved within one year, but if there is a greater demand for funds, you can apply for paid loans. Article 19 where national and provincial grants and paid loans are needed, the employing unit shall apply in the fourth quarter of each year, and after being audited by the municipal personnel administrative department or the provincial department, it shall be sent to the provincial personnel administrative department for approval or reporting.
