Is there only one examiner for patent examination? Isn't he the only one in charge?

Basically, the examiner will review it first, then give an audit opinion, and submit it to the minister/director for review before sending it out.

There's nothing to decide. After the review opinion comes out, the applicant can make an opinion statement, that is, reply, and defend what the applicant thinks is incorrect. If the reply is unsuccessful, there are still opportunities for review, administrative litigation and administrative appeal. How can one person be in charge?
