Provisions on application and arrangement standards

These Provisions are formulated in order to improve the level of China Export Commodities Fair (hereinafter referred to as Canton Fair), optimize the participation structure, standardize the participation order, and ensure the openness, fairness and transparency of booth application and arrangement in Canton Fair.

First, the organization of the Canton Fair.

The Canton Fair adopts the mode of "holding exhibitions in provinces and cities, holding exhibitions in chambers of commerce, combining museums and holding exhibitions in industries". There are 50 trading groups according to administrative regions and central ministries, and exhibitors participate in trading groups according to their administrative regions or systems. Six import and export chambers of commerce and foreign-invested enterprise associations play the role of industry service coordination and are responsible for the coordination and management of related exhibition areas.

The distribution booth of the Canton Fair is arranged by the trading group and the joint trading group, and the exhibitors/associations are responsible for the arrangement. Second, the application for the competition

Any unit that applies for the booth of the Canton Fair can choose the exhibition area according to the exhibition scope of the China Export Commodities Fair, and submit the application for participation to the relevant trading groups and joint trading groups according to their administrative regions or systems within the prescribed time limit.

Third, the necessary conditions for participation.

(1) Obtaining a legal person business license (within the validity period) according to law, filing and registering foreign trade operators according to law, and handling import and export enterprise codes.

(2) Having the membership of the Chamber of Commerce for Coordination and Management of Exhibition Areas or the foreign-funded association. For the exhibition areas coordinated and managed by various merchants/associations, please refer to the classification table of commodities and exhibition areas of the Canton Fair Pavilion for details.

(3) The export amount under the statistical caliber of the Canton Fair in the previous year (goods that need to be handled according to samples at the Canton Fair under general trade and feed processing trade, excluding the export amount of rice, soybeans, corn, crude oil, refined oil, coal and tobacco counted by the customs) must meet the minimum export amount standards of exhibitors stipulated by the Canton Fair, and the specific implementation shall be implemented in accordance with the Regulations on the Administration of Participation in the Canton Fair.

(4) The commodities applied for exhibition meet the requirements of the scope of exhibits in the relevant exhibition areas of the Canton Fair.

(5) There is no serious violation of the management regulations of the Canton Fair, including: no serious infringement of intellectual property rights, no repeated disputes over intellectual property rights or trade contracts, and no illegal transfer or subletting (selling) of booths.

(6) No illegal record.

Fourth, booth arrangement procedures

Each sub-group of the trading group and the joint trading group is responsible for accepting the booth applications of enterprises in their respective administrative areas or systems, and conducting qualification examination according to the necessary conditions for participating in the Canton Fair. Applicants who meet the necessary conditions for participating in the Canton Fair will be graded by the trading group (distributed booths) and merchants/associations (exhibitors' booths) according to the booth arrangement standards to determine the booth arrangement qualifications of relevant units.

Five, booth layout standards.

The distribution booths and exhibition booths of the Canton Fair shall be arranged according to the principle of quantitative evaluation and optimization, and the booths shall not be arranged by bidding. The specific scoring criteria are detailed by each trading group, each subgroup of the joint trading group and each merchant/association, but must include the following five scoring indicators (not less than 70% weight):

(1) The export volume of the previous year: the scoring weight shall not be less than 40%.

(2) National awards: the scoring weight is not less than 10%.

The names of national awards are limited to brand-name products, well-known trademarks and high-tech enterprises; License issuing agencies are limited to the following government agencies: Ministry of Commerce, AQSIQ, SAIC and Ministry of Science and Technology.

(3) internationally accepted management system certification: the score weight is not less than 10%.

The internationally accepted management system certification refers to the following certifications:

4.SA8000 social responsibility standard

Or industry certificates related to the application for the exhibition area, such as:

(4) The utility model, invention patent or appearance patent (10 appearance patent is converted into 1 invention patent) or the product is listed in the national high-tech product catalogue or obtained the high-tech product certificate issued by the Ministry of Science and Technology: the score weight is not less than 5%.

(5) Registered trademarks in overseas markets: the score weight is not less than 5%.

All the above indicators need to be certified, and the certification materials must be within the validity period; If there is no validity period, all certificates are valid for three years from the date of issuance.

In view of the actual situation of different places and industries, trading groups, joint trading groups and merchants/associations can set scoring indicators that do not conflict with the above standards within the weight range of 30%, or increase the weight of the above five indicators.

Six, the principle of booth layout optimization

(1) The booths are arranged in hierarchical order.

In order to cultivate small and medium-sized production enterprises with development prospects and export potential to participate in the exhibition, the booth arrangement standard that each trading group and joint trading group does not exceed 20% of the total number of exhibitors can be exempted.

(2) Each trading group shall allocate booths, and not less than 50% of the total number of exhibitors/associations shall be used for arranging production, industry and trade enterprises.

(3) The Canton Fair supports the development of the central and western regions. In order to promote the development of foreign trade in the central and western regions, not less than 20% of the total number of exhibitors/associations will be used to arrange trade delegation enterprises in the central region (including Liaoning, Hebei and Hainan), and not less than 65,438+00% will be used to arrange trade delegation enterprises in the western region. The export value of booth scoring index of Chinese and western enterprises is calculated by coefficient 1.5 and 2 respectively.

Seven, booth layout standard quantitative assessment once a year, the corresponding booth layout in principle must remain unchanged for two sessions.

Eight, the provisions of the Ministry of Commerce and Canton Fair website and the national news media announced. Detailed arrangement methods of all trading groups, sub-groups of joint trading groups and booths of various merchants/associations shall be announced in a similar way.

If the enterprise has any questions about the booth arrangement, it can ask the Trade Group, the sub-group of the Joint Trade Group and the enterprise/association to explain. If the problems reflected in the reported complaints are verified, the results will be fed back to the named complainants and enterprises within 15 working days after acceptance.

Nine, the trading group, the joint trading group sub-group, merchants/associations do not arrange booths according to the regulations, once verified, the Canton Fair will deduct the booth base according to the number of booths arranged illegally.

Ten, these Provisions shall be implemented as of the 99th Canton Fair. Prior to this, all relevant provisions that conflict with these Provisions shall be subject to these Provisions. The Commercial Office of Canton Fair shall be responsible for the interpretation of these Provisions.
