According to the "Regulations", the people's governments of cities and counties (cities) divided into districts in our province are preparing city and county land resources. When making overall spatial planning, a layout plan for elderly care service facilities should be prepared based on the regional population structure and aging development trend, and in accordance with the requirement that the per capita land use must be no less than 0.2 square meters.
New urban residential areas will be equipped with supporting community elderly care service facilities according to the standard of no less than 30 square meters per 100 households. Completed urban residential areas shall build supporting community elderly care service facilities according to the standard of no less than 20 square meters per 100 households. If supporting community elderly care service facilities are not constructed or the constructed supporting community elderly care service facilities do not meet the prescribed requirements, the people of the local county (city, district) The government should configure community elderly care service facilities through new construction, renovation and expansion, purchase, vacancy, replacement, etc.

In addition, grassroots medical and health institutions that undertake basic public health services should establish health files for the elderly, improve the contract service system for family doctors for the elderly, and provide regular free physical examinations, disease prevention, and health assessments. , medical consultation and other services, providing convenient medication for the elderly to treat common diseases and chronic diseases.
The usage status of institutional pension deposits and deposits is announced every six months
The "Regulations" also clearly stipulates institutional pension funds.
Among them, charges for elderly care services should be implemented in accordance with relevant national and local price management regulations. Elderly care institutions shall publicize the relevant qualifications of service entities, employee qualifications, service items, service content, charging standards, charging basis and supervision telephone number in a conspicuous position.
In addition, if a nursing home institution needs to collect a security deposit or deposit to cover the medical and other emergency expenses of an elderly person during their stay, the amount shall not exceed three times the monthly service fee for the elderly person staying in the nursing home institution. After the service relationship is terminated, the nursing home institution shall return the balance of the security deposit, deposit and other fees within ten days.
Security deposits, deposits and other fees collected by elderly care institutions should be stored in special accounts. The income, expenditure and use of security deposits, deposits and other fees should be announced to the elderly residents every six months.
The "Regulations" also point out that medical personnel in integrated medical and nursing institutions enjoy the same professional title evaluation and continuing education for professional and technical personnel as other medical and health institutions. Medical and nursing institutions have no conditions to provide medical personnel with the same treatment. For continuing education and training, local health departments can make overall arrangements for units with conditions to organize centralized training.

Professional training hours for practitioners in elderly care service organizations shall not be less than 60 hours per year.
Elderly care institutions will be punished for many behaviors
The "Regulations" also clarify legal responsibilities.
Anyone who arbitrarily changes the purpose of the elderly care service facilities invested or funded by the government shall be ordered by the civil affairs department of the people's government at or above the county level to make corrections within a time limit. If there are any illegal gains, the illegal gains shall be confiscated; if corrections are not made within the time limit, the party shall be ordered to make corrections within a time limit. If the subsidy funds and related expenses are refunded, a fine of not less than 50,000 yuan but not more than 150,000 yuan will be imposed; if it is difficult to restore the use of elderly care service facilities, a fine of not less than 150,000 yuan but not more than 300,000 yuan will be imposed, and the corresponding bidding qualifications will be canceled in accordance with the law and announced.
If an elderly care service institution or an individual fraudulently obtains subsidies, subsidies, or rewards, the civil affairs department shall order the return of the subsidies, subsidies, or rewards, and impose a fine of three times the amount of the subsidies, subsidies, or rewards fraudulently obtained; if it constitutes a violation of public security management, the public security agency shall Punishment shall be imposed in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the law.
If organizations and personnel engaged in elderly care services induce elderly care service recipients and their family members to consume through deception or other means, or provide support for the sales activities of other business entities, the market supervision department of the people's government at or above the county level shall confiscate the illegal goods in accordance with the law. If the sales amount is less than 10,000 yuan, a fine of 30,000 yuan will be imposed; if the sales amount is more than 10,000 yuan, a fine of three times the sales amount will be imposed; if a crime is constituted, criminal liability will be pursued in accordance with the law.
